Overview:

The mission of the Mayor’s Office of Housing (MOH) is to make Boston a more equitable and inclusive city where all residents can thrive. MOH oversees programs that create and preserve affordable housing, support homeowners and renters, provide housing and services to homeless individuals and families, and develop city-owned property. MOH seeks to carry out its mission through a lens of promoting diversity, equity and inclusion and addressing the effects of systemic racism in our city.

Under the direct supervision of the Director of Housing Compliance and Asset Management (Housing Compliance and Asset Management) or designee, the Associate Director of Asset Management monitors the department’s income-restricted housing portfolio to ensure ongoing compliance with applicable federal, state, and local regulation, regulatory agreements, and financing agreements. In collaboration with other MOH divisions and City departments, the incumbent also monitors the portfolio to identify income-restricted properties that are at risk of losing their income restriction and developing strategies to preserve both tenancies and income restrictions. The Associate Director of Asset Management is a senior team member supporting both the Director of HCAM with the development of internal policies and goals and providing direct supervision of housing compliance monitoring staff.

Responsibilities:

  • Oversee all annual compliance monitoring activities performed by HCAM staff and contractors.
  • Lead foreclosure/covenant loss working group and ensure identified preservation strategies are deployed by group members.
  • Assess potential buyers and perform financial analysis related to the sale or transfer of multifamily residential rental projects in the MOH portfolio.
  • Develop financial and/or regulatory solutions to extend or restructure covenants in order to preserve or extend income restrictions.
  • Directly supervise and support the housing compliance monitoring team. 
  • Develop and deploy coordinated policies and procedures for streamlining portfolio compliance.
  • Provide monitoring and risk assessment across both the MOH-funded portfolio and the Inclusionary Housing portfolio.
  • Provide technical assistance to condominium and/or homeowner associations, as well as other tenant-controlled housing cooperatives that have income-restricted units.
  • Manage contracts and relationships with external vendors and/or consultants, including developing scopes of work, monitoring performance, and monitoring budgets.
  • Perform other duties as required.

Minimum Entrance Qualifications:

  • At least five (5) years of full-time, or equivalent part-time, experience in income-restricted housing, real estate development or finance, regulatory compliance, property management, or real estate asset management. Appropriate educational substitutions may be made.
  • At least three (3) years of experience supervising and managing staff.
  • Excellent organizational, writing, negotiation, speaking, supervisory, and interpersonal skills.
  • Working knowledge of federal and state regulations for housing and community development programs and resources.
  • Working knowledge of real estate development and management, financing, property management, income-restricted housing programs, and interpretation of regulatory agreements and covenants.
  • Demonstrated sensitivity to the needs of diverse populations.
  • Working knowledge or experience with Microsoft Office and Google Suite.
  • Ability to exercise good judgment and focus on detail.
