Brief Job Description (essential functions of the job):

The Boston Transportation Department is seeking a New Mobility Program Manager to oversee the implementation of programs to support emerging multimodal travel and goods delivery services, manage curb zone use to enhance equity by prioritizing access for people over vehicle access, incorporate on-demand/technology-based mobility solutions appropriately, develop consistent curb parking policies citywide, and take steps to provide electric vehicle drivers with convenient and safe places to charge. Addressing the needs of underserved communities will be prioritized. 

Reporting to the Director of Policy and Planning in the Streets Cabinet or designee, the New Mobility Program Manager leads a team of planners to develop overall policy, work closely with the parking clerk, operations and engineering divisions to develop new parking regulations, collaborate with advocacy and neighborhood groups, and establish partnerships with private transportation services providers. The New Mobility Program Manager will supervise a team of 3-5 direct-report staff. 

The selected candidate will have proven skills that include the ability to collaborate with a diverse range of public agencies, private consultants, and community groups. Ideal candidates must have a strong understanding of on-demand technology-based mobility and a track record of working with emerging technologies and business models to further the public interest.

• Lead the New Mobility team to implement policies and programs related to shared and on-demand travel.
• Lead and coordinate curbside parking regulation policies and business processes.
• Manage project-based community and stakeholder engagement using digital, in-person, and on-the-ground outreach.
• Oversee staff to develop programs to manage and encourage shared personal mobility options, small-parcel delivery logistics, urban freight, and automated vehicle programs.
• Develop an ecosystem of data analytics, real-time information, online tools, and smartphone apps that can be universally applied to projects that make changes to curb use. 
• Lead the implementation of Boston’s ZEV Roadmap by prioritizing projects and programs from its recommendations.
• Manage and staff the Small Vehicle Sharing Business Advisory Committee (SVSBAC).
• Establishes partnerships with private mobility service providers, such as transportation network companies (TNCs) and on-demand delivery providers, to lower congestion and increase safety.
• Conduct research studies, surveys, geospatial analyses, and interviews to inform project planning and design.
• Manage and supervise staff, e.g., setting the work plan, budgeting, and staff assignment.
• Perform related work as required.

• Four (4) years of full-time, or equivalent part-time, professional or technical experience in urban planning, environmental planning, regional planning, land use planning, public policy, engineering, or transportation planning, one year of which would be in supervisory capacity. 
• A bachelor’s degree in urban planning, environmental planning, regional planning, public policy, engineering, transportation, or related fields is preferred and may substitute two (2) years of the required experience. A master's degree in the above-mentioned fields may be substituted for three (3) years of the required experience. 
• Candidates with a Master's Degree and GIS mapping skills strongly preferred.
• Experience with  Boston's national award-winning Complete Streets Guidelines, Tactical Public Realm Guidelines, and NACTO's Urban Street Design Guide is strongly preferred.
• Demonstrated track record in leading a multidisciplinary team to successfully complete complex projects.
• Demonstrated understanding of involvement in projects that involve ride-share, ride-hail, and EV charging.
• Knowledge of how to manage, implement, and evaluate a diverse set of programs with an eye toward data collection and continued improvement.
• Working knowledge of designing, implementing, and evaluating pilot projects using measures such as lane markings, flex posts, and traffic signal timing changes.
• Familiar with city or local government operations and the ability to build relationships across departments and levels of government.
• Ability to prepare clear and concise reports; to communicate effectively both orally and in writing; and to act in a professional manner with co-workers, outside agencies, and members of the public.
