Brief Job Description (essential functions of the job):

 

Under the direction of the Director of Finance and Budget, the Capital Budget & Projects Analyst coordinates, supervises, and processes a wide variety of functions, including: monitoring program operations and the operations of funds, accounts payable and receivable; writing quotes for contracts; preparing for the process of transferring of funds and transferring of charges.

Responsibilities:

  • Assists in supervising staff and accounts payable and goods and services procurement functions to ensure that organizational, budgetary, and legal constraints are followed for purchasing goods and services.
  • Oversees the purchase of goods and services through PeopleSoft Financials and utilizes other financial tools to include accounts payable, accounts receivable, and other financial transactions.
  • Reviews and recommends changes in policies and procedures designed to improve the efficiencies of the department in matters of Accounts Payable, Accounts Receivable, and Contract Administration.
  • Controls expenses by gathering and submitting budget information, scheduling expenditures, monitoring variances, and implementing corrective actions.
  • Assists with overseeing training and reviewing work products dealing with goods and services.
  • Represents the department at meetings with various departments, i.e., Auditing, Budget, and Treasury.
  • Assists in planning and analyzing budgets and all financial matters.
  • Performs related work as required.

 

Required to work any emergency as directed by the Chief of Streets or designee.

Minimum Entrance Qualifications:

  • Applicants must have at least four (4) years of full-time, or equivalent part-time, paid experience in office management, office administration, business administration, or business management, of which one (1) year was in a supervisory capacity. The major duties include one or more of the following functions: purchasing, personnel management, budgeting, accounting, records management, work simplification, grants management, contract administration, or program management.
  • Substitutions: 1.) An undergraduate or higher degree with a major in business administration, business management, or public administration may be substituted for the required experience on the basis of one year of such education for one (1) year of the required experience. 2.) An undergraduate or higher degree with a major other than in business administration, business management, or public administration may be substituted for a maximum of one (1) year of the required experience on the basis of one (1) year of such education for six (6) months of the required experience. Note: Educational substitutions will only be permitted for a maximum of two (2) years of the required experience.
  • Excellent oral and written communication and organizational skills.
  • Proficiency with Microsoft applications and Google Suite
  • The following qualifications are preferred: Extensive knowledge of PeopleSoft; Human Resources and Financials; Knowledge of City of Boston procedures for purchasing goods and services; Knowledge of City of Boston procedures for Contracts; computer literacy in Excel and Word.
  • Ability to exercise good judgment and focus on detail as required by the job.
