Overview:

Receives, records, and processes all payments of taxes and various municipal assessments. Verifies the accuracy of interest computed on delinquent tax bills. 

Responsibilities:

  • Facilitates the collection of any tax, assessment, account, debt, or claim payable to the City of Boston. 
  • Uses strong customer service skills when providing information regarding the payment of real estate, personal property, motor vehicle, and boat taxes to the public and other City employees via written correspondence, personal (on-site), and telephone inquiries. 
  • Answers questions asked by taxpayers regarding taxes and departmental regulations.
  • Receives and processes payments for taxes, fees, bills, and other payments and prepares and issues receipts.
  • Balances the total monies against the total of tax bills received for payment on a daily basis.
  • Prepares daily collection sheets totaling the amount of checks, cash, and other instruments of payment received. 
  • Reconciles tax receipts between multiple payment platforms. 
  • Reverses non-negotiable payments and notifies the appropriate party. 
  • Inspects all money carefully to note counterfeit bills and spurious coins. 
  • Assists customers with questions related to Collecting transactions. Researches and resolves answers to customers' questions or discrepancies, forwarding only unusual or complex items to the staff supervisor.
  • Maintains up-to-date billing system, follow-ups on the allocation of payments, and reconciles accounts. 
  • Researches and processes exception-based payments through Lockbox processing.
  • Investigates and resolves customer queries and processes adjustments. 
  • Receipts tax bills and various other municipal assessment bills for all monies deposited. 
  • Prepares other departmental deposits such as traffic and parking deposits.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Minimum of three (3) years full-time, or equivalent part-time, professional experience in accounting, auditing, or related field, with a concentration in customer service and collections.
  • An associate's degree in accounting, finance, business administration, or a related field is preferred and may be substituted for a maximum of one (1) year of experience. A bachelor's degree in the above-named field may be substituted for two (2) years of the required experience.  
  • This position requires attention to detail and strong research-minded skills complemented by a good working knowledge of applicable tax laws, policies, and procedures and supported by problem-solving skills.
  • Ability to exercise good judgment and focus on detail as required by the job. 
  • Ability to communicate effectively; to follow instructions and procedures; to conduct research and review data; and to work independently as well as in a diverse team.
  • Knowledge of accounts receivable procedures, general bookkeeping procedures, and office administration procedures is preferred.
  • Knowledge of relevant computer applications such as iNovah Cashiering is preferred.
  • Knowledge of Massachusetts General Laws and City of Boston policies and procedures (e.g., Motor Vehicle and Boat Excise tax, Real Estate and Personal Property tax, Tax Title, Boat Mooring, etc.) pertaining to this position is preferred.
  • Proficient in Microsoft Office and Google Suite is preferred.
  • Competency in the use of the MUNIS Tax Billing and Collection system is preferred.
