Overview:

Under the direction of the Director of Public Records, the Analyst will identify, review, and redact documents, as well as analyze public records requests. The Analyst will be responsible for reviewing documents that cover the whole range of City operations and policy areas.

 

The Massachusetts Public Records Law gives the public broad access to the records kept by the City of Boston. The law requires timely responses within 10 or 25 business days. The Public Records team seeks to provide transparency and a high level of customer service to requestors, protect the privacy and safety of employees and constituents, and work efficiently with other City departments to maximize taxpayer resources. 

 

The Analyst must demonstrate clear communication skills, organization, and clear judgment. With direction from the Director of Public Records, the Analyst must carefully analyze records to ensure that constituents receive the transparency they request as well as protect the privacy and security of those named in records. 

 

Using their attention to detail, the Analyst will evaluate records requests, create reports, and provide critical quality control.  As a critical member of a small team, the Analyst will be a valued partner in recommending continuous, data-based improvements to the Public Records team’s work of reviewing and releasing documents.  

Responsibilities:

  • Review documents to determine if they are responsive to a public records request. Redact for personally identifiable information and other legal exemptions consistent with the state public records law.
  • Draft official responses to public records requests. Collaborate with City departments to ensure the responses and records are accurate and reviewed for release.
  • Assemble, format, and interpret data and/or reports about public records requests. Communicate with and present analysis results and findings to the Director, Commissioner of City Records, and other stakeholders.
  • Train and provide ongoing support to City of Boston staff on using the GovQA public records portal and the Logikcull eDiscovery tool.
  • Conduct Google Vault searches for emails related to a public records request or an internal litigation need. Upload documents from the search into Logikcull.
  • Assign new public records requests to the applicable department and staff.
  • Respond promptly and courteously to all inquiries.
  • Assist City Records leadership with special projects and ongoing operations.
  • Perform additional duties as assigned.

Minimum Entrance Qualifications:

  • Applicant must have at least three (3) to four (4) years of full-time, or equivalent part-time, paid professional analytical work experience. A high school diploma or GED equivalent is required; a bachelor’s degree from an accredited college or university with major coursework in a related field is highly preferred and may be substituted for two (2) years of the required experience.
  • Ability to analyze and understand a wide range of documents that involve topics across government. Experience working in policy preferred.
  • Passion for public sector innovation, municipal service delivery, and data-driven decision-making.
  • Strong interpersonal skills and a willingness to work as part of a team.
  • Ability to thoughtfully communicate with leadership and build buy-in with relevant stakeholders around a shared vision for achieving results.
  • Demonstrated ability to organize large quantities of information, projects, and tasks with minimal guidance.
  • Strong attention to detail, willingness, and ability to check and double-check sensitive work products and correct potential errors. 
  • Dedication to serving the public and City workers, passion for learning, and a desire to make a difference.
  • Ability to plan and multitask, establish priorities, and meet deadlines in a fast-paced environment.
  • Ability to influence and inspire teams at all levels of the organization and to use diplomacy in working relationships to manage conflict effectively and efficiently.
  • Ability to exercise good judgment and discretion, receive constructive feedback, and focus on details as required by the job.
  • Excellent oral and written communication and organizational skills.
  • Proficiency with Microsoft applications and Google Suite.
