Overview:

Under the direction of the Deputy Director of People and Culture, the Director of Employee Compliance will oversee and actively manage the City-wide employee compliance with various local, State, Federal, and other regulatory requirements and lead the City’s pre-employment and all compliance aspects of the cities’ onboarding processes.

 

This individual provides leadership oversight for these areas and is responsible for creating and implementing policies and procedures that reflect the City’s Compliance and Onboarding needs, ensuring alignment with the goals of the People Operations cabinet.

Responsibilities:

Onboarding

  • Develops and leads an efficient onboarding process for the City's new employees, focusing on candidate compliance with onboarding documents.
  • Provides assistance and advice to Departments and Human Resources managers on policies and procedures related to onboarding.
  • Builds strong collaborations with the Talent Acquisition team and other members of the Office of Human Resources with a focus on building internal partnerships and facilitating high service performance and user experience.
  • Continuously reviews all onboarding guidance to ensure that the most current information is made available to new employees.
  • Provides strategic direction on enhancements and updates to the City's human resources information systems to improve candidate onboarding experience and compliance capabilities and collaborates with the Department of Innovation and Technology to scope and implement any changes.
  • Collaborates with the Employee Experience team to survey new hires on their candidate experience on a regular basis, with semi-annual reports shared with senior leadership.


Compliance and Risk

  • Applies knowledge of applicable federal, state, and local rules, regulations, statutes, and/or ordinances to work in the assigned areas of oversight.
  • Develops and establishes procedures to streamline processes and ensures compliance with regulatory requirements and City of Boston objectives in assigned areas.
  • Ensures city-wide compliance with a variety of local, state, and federal regulatory and contractual matters such as the residency ordinance, CORI/SORI, conflict of interest, state civil service law, the Drug and Alcohol Clearinghouse, and other areas as required.
  • Oversight of the City's Drug and Alcohol testing program, in compliance with DOT requirements for CDL drivers as well as non-CDL drivers for the City.
  • Facilitates meetings of the Boston Residency Commission and ensures city-wide employee compliance with the ordinance.
  • Oversee the maintenance of the city-wide driver pool for CDL and non-CDL drivers.
  • Manages hoisting licenses tracking and any other licenses required for employment with the City.
  • Manages the entire application and tracking process for civil service positions, as well as the relationship with the State's Civil Service team.


General

  • Manages the City's Annual Compliance process and is responsible for leading the strategy, communications, training, and tracking related to this project.
  • Acts as the subject matter expert for the development of training on a variety of topics in the onboarding and compliance areas.
  • Good judgment, political acuity, and a sense of urgency are needed to effectively prioritize work tasks and projects.
  • Lead sessions for HR professionals and managers on onboarding and compliance responsibilities at the department level.
  • Regularly assesses risks within areas of both central OHR and department HR compliance for accuracy and efficiency.
  • Supervises, trains, and evaluates assigned staff.
  • Exhibits excellent customer service abilities, demonstrated by interpersonal and communication skills, which include the ability to communicate effectively both verbally and in writing, to establish positive working relationships within a diverse workforce.
  • Keeps abreast of local, national, and global trends in all assigned areas in addition to any updates to relevant state or federal employment or labor law, and provides senior leadership with recommendations regarding any proposed changes.
  • Continuously reviews and improves HR compliance processes to adapt to changing regulatory environments.
  • Conducts risk assessments and provides recommendations to senior management for reducing exposure to legal and operational risks.
  • Provide guidance on employee relations issues as assigned.
  • Performs related work as required.

Minimum Entrance Qualifications:

  •  A minimum of five (5) years of full-time, or equivalent part-time, experience in HR, employment, business, or law, including one to two (1-2) years of management experience.
  • BA in human resources, public or business administration, or a related field is strongly preferred and may be substituted for two (2) years of the required experience.
  • MA or graduate level certification in Human Resources, law degree, or related field preferred and may be substituted for three (3) years of the required experience.
  • Knowledge of labor laws, regulations, and industry standards is preferred.
  • Experience in an employment context is preferred but not required.
  • Experience working in a large or mid-size organization. Experience in the public sector and/or unionized environments is preferred.
  • Excellent verbal and written communication skills are required as well as the ability to successfully interact at all levels of a diverse organization while functioning as a team leader.
  • Ability to exercise critical thinking, discretion, and confidentiality in all workplace matters.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Proficiency with Microsoft applications and Google Suite.
  • Knowledge of Boston is a plus.
