Brief Job Description (essential functions of the job):

 

The Boston Transportation Department (BTD) is seeking a highly motivated Vision Zero/Active Transportation Planner to work on projects that will realize the City’s vision to create streets and public spaces that are vibrant, multi-modal, resilient, and technologically advanced. The selected individual will work to lower the number of fatal and serious crashes on Boston’s roadways and increase the number of people bicycling and walking in the City.

 

Reporting to the Commissioner or designee and as part of the Vision Zero Priorities Team, the Vision Zero/Active Transportation Planner addresses a variety of concerns about transportation’s interface with urban design and the public realm and envisions and implements cutting-edge initiatives in a changing transportation environment where needs, resources, and opportunities vary enormously.

Responsibilities:

Responsibilities include:

  • Manages spot, corridor, and district design projects from concept to construction-ready relative to bicycle network implementation, bicycle parking, pedestrian improvements, and traffic calming.
  • May assist in the design and implementation of “rapid-response” installations using measures such as lane markings, flex posts, and traffic signal timing changes.
  • Manages consultant teams, including scope, schedule, task prioritization, budget parameters, and city-agency coordination.
  • Collaborates with a diverse range of public agencies and advocacy groups to design and implement new bicycle and pedestrian facilities to improve safety.
  • Coordinates planning, programming, and management of Boston’s public bike share program.
  • Uses data analytics, real-time information, online tools, and smartphone apps in the development of projects and policies.
  • Manages project-based community processes using digital, in-person, and on-the-ground (tactical) engagement.
  • Designs and mobilizes bicycle and safety education campaigns by managing online and in-the-community outreach.
  • Develops and manages the messaging, graphics, and narratives of websites, brochures, annual reports, and other communications materials.
  • Conducts research studies, surveys, geospatial analyses, and interviews to inform walking and bicycling project planning and design.
  • Collects, stores, and analyzes data relative to walking and bicycling in Boston in general and as part of project and program evaluation.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Four (4) years of transportation planning experience, of which at least two (2) years must have been in a project management capacity. Project management experience should include contracting, managing scope, schedule, and budget, and managing risks and changes.
  • A bachelor’s degree in city planning or a related field is preferred and may be substituted for two (2) years of the required experience. The required project management experience may not be substituted.
  • Demonstrated ability to take projects from concept to implementation strongly preferred.
  • Working knowledge of NACTO’s Transit, Street, and Urban Bikeway Design guides, MassDOT’s Separated Bike Lane Planning and Design Guide, Boston Complete Streets Guidelines, and familiarity with relevant MUTCD, AASHTO, and FHWA guidelines.
  • Demonstrated record working in multi-disciplinary outcome-oriented teams.
  • Ability to collaborate with a diverse range of public agencies, private consultants, and community groups.
  • Proven research, writing, oral, and graphic presentation skills.
  • Demonstrated experience with GIS mapping, graphic design, data analysis, maintenance, and website development.
  • Ability to exercise good judgment and focus on detail as required by the job.
