Overview:

Under the guidance of the Director of Organizational Development, the Program Manager will oversee and integrate a range of initiatives and programs within the Office of Human Resources to enhance the effectiveness and experience of employee programs and services. The primary responsibility of this role is to ensure that comprehensive programs addressing the needs of the City of Boston's workforce are executed effectively and continuously improved to meet the changing needs of our organization and its employees. Key responsibilities will include ongoing program development, improvement, and integration, strategic planning, stakeholder communication, event coordination, and execution, oversight of task execution, and administration of day-to-day program operations. The role demands a holistic approach to managing a portfolio of employee-facing programs, focusing on long-term outcomes and sustainable impacts for the City of Boston.

Responsibilities:

  • Utilize program management methodologies to oversee the development and delivery of multiple complex programs in a dynamic environment with diverse partners, stakeholders, and priorities.
  • Manage the successful delivery of employee benefit programs, including the MBTA Subsidized Pass program, the reduced cost Blue Bikes membership, and additional programs as they arise.
  • Support the New Hire Orientation program with the Employee Experience Manager and other stakeholders.
  • Work collaboratively with various OHR teams to lead the annual performance review process for City employees.
  • Assist in the delivery and execution of the City’s Summer Internship Program, including the professional development activities for the group.
  • Support the delivery of employee development programming, such as scholarships, with higher education partners.
  • Translate organizational and business objectives into comprehensive program plans with clear goals, timelines, and milestones.
  • Coordinate with the Employee Experience Manager, HR Communications Coordinator, Project Managers, and other key internal stakeholders on program communications and other HR-related communications, ensuring clarity and consistency across all channels.
  • Facilitate the coordination of meetings and workshops with key stakeholders throughout all program life cycles to ensure alignment and effective execution.
  • Initiate and oversee change management and communication activities associated with program implementation to ensure smooth transitions and adoption.
  • Manage all aspects of assigned program execution from initiation through post-implementation support, encompassing needs assessment, design, implementation, analysis, innovation, maintenance, and enhancements.
  • Plan, coordinate, and execute recurring and one-off employee-facing events, overseeing all logistics and ensuring these events align with and enhance the overall employee experience strategy.
  • Develop and refine process maps/workflows by conducting current state analysis and designing improved processes.
  • Ensure prompt and courteous responses to all inquiries, maintaining high standards of professionalism.
  • Assist department and cabinet leadership with strategic projects and initiatives as needed.
  • Perform other related duties as assigned, in line with the overarching goals of the program management function.

Minimum Entrance Qualifications:

  • A bachelor’s degree and/or a minimum of five (5) years of full-time, or equivalent part-time, experience in program management, public or business administration, finance, or a related field is required. The experience should ideally encompass overseeing a range of initiatives, strategic planning, and integration of multifaceted programs.
  • Prior experience in HR, Change Management programs, or extensive project management is preferred.
  • Strong communication and interpersonal skills are essential, including the ability to collaborate with diverse stakeholders across City departments and deliver excellent customer service.
  • Proficiency in Microsoft applications and Google Suite (Google Workspace), with an emphasis on Docs, Drive, Sheets, Slides, and Calendar.
  • A strong dedication to serving the public and City workers, coupled with a passion for delivering impactful programs that create a positive and inclusive workplace culture.
  • Highly motivated with an exceptional ability to multitask, plan, establish priorities, and meet deadlines in a fast-paced, complex environment.
  • Strong analytical and problem-solving skills in order to make data-informed decisions and continuously improve programs.
