Overview:

Reporting to the Director of Operations for the Boston Transportation Department or designee, the Operations Manager is responsible for the supervision of the Boston Transportation Department's (BTD) operational units at 12 Channel, including the Sign Shop, Traffic Signal Shop, and Pavement Markings Unit.

 

The Operations Manager coordinates the operation, maintenance, and repair of traffic and curbside regulation signs, delineators, traffic signals, and associated infrastructure and pavement markings. The Operations Manager coordinates with the Supervising Traffic Engineer for Asset Management to ensure work activities are completed in a safe, equitable, and efficient manner and in accordance with laws and the Constitution of the Commonwealth of Massachusetts and Traffic Rules and Regulations, ordinances, and municipal codes for the City of Boston. The Operations Manager will work with the BTD Commissioner, Director of Operations, Director of Engineering, Parking Clerk, and leadership within BTD, Public Works, and the Streets Cabinet to implement a shared mission of operating a safe, equitable, multimodal transportation system designed to reduce overreliance on single-occupancy vehicles and implement policies and procedures that reflect the City's values of inclusivity, accessibility, and sustainability. 

Responsibilities:

  • Supervises the scheduling, deployment, administration, coordination, and performance of the Street Traffic Sign, Traffic Signal, and Pavement Markings units within BTD.
  • Supervises asset and inventory control.
  • Develops, recommends, and implements business process modernization initiatives within the operations units to optimize operational efficiencies and improve the customer service experience.
  • Supports the continued implementation of flexible curb management strategies to support BTD’s ongoing efforts to create smarter, more efficient streets and plan for future street design changes.
  • Works closely with Human Resources and Labor Relations on personnel matters. Interviews and recommends candidates for positions and trains and assigns new personnel for supervisory positions.
  • Recommends and implements policies and standard operating procedures governing unit activities.
  • Collaborates temporary and long-term traffic patterns, parking, and curbside regulation changes with Policy and Planning, Engineering, Public Works, private entities, and special event permittees.
  • Collaborates with the BTD Engineering Asset Management Unit to prioritize, track, and document maintenance activities.
  • Collaborates with Public Works to ensure alignment across the Streets Cabinet and mutual support between operational teams.
  • Develops, implements, and supports business modernization efforts, including the implementation of new virtual processes.
  • Supervises the acquisition and procurement of goods and services.
  • Collaborates on operation and maintenance of BTD space at 12 Channel Street, including custodial service, maintenance, small repairs, deferred maintenance, and capital projects.
  • Required to work all special events and emergencies as directed by the Commissioner or designee.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least five (5) years of full-time or equivalent part-time operations experience, of which three (3) years must have been in program administration, and two (2) years must have been in a supervisory capacity related to operations management.
  • A bachelor's degree in operational analysis, business or public administration, planning or engineering, or a related field is desired but may be substituted for two (2) years of the required experience. A master's degree in the aforementioned fields may be substituted for an additional year of experience.
  • Proficient in using cloud-based office collaboration software.
  • Ability to make oral presentations before audiences; to research data and to compile narratives or reports from gathered information; to maintain confidentiality of information and reports;
  • Ability to establish and maintain effective working relationships, encourage collaboration, and supervise the work of a multidisciplinary team.
  • Must be willing to travel within the City of Boston.
  • Working knowledge of MA public procurement is preferred, specifically Chapter 30B.
  • Must have and maintain a current Massachusetts Driver's License.
  • Ability to exercise good judgment and focus on detail as required by the job.
