Overview:

The City of Boston Mayor's Office of Emergency Management (OEM) seeks a highly motivated candidate to serve as Regional Emergency Management Planner. This is a position funded under the Department of Homeland Security's Urban Area Security Initiative (UASI) program. The position is currently funded for a two-year term, with continuation dependent on future grant awards.
 

The Mayor's Office of Emergency Management coordinates the City's homeland security and emergency management programs. OEM's Mission is to enhance the City of Boston and Metro-Boston Homeland Security Region's (MBHSR) to prevent, protect against, respond to, and recover from major emergencies. Working in close partnership with Boston's and the MBHSR's public safety and public health agencies, OEM plans and prepares for emergencies, educates the public about preparedness, conducts trainings, exercises, and drills, and performs other services to support the City and Region's overall preparedness. OEM follows an all-hazards approach, preparing for emergencies of different types - whether they be natural or man-made. Under the direction of the MBHSR Program Manager, the successful candidate will support citywide and regional emergency planning efforts coordinated by OEM. The Regional Emergency Management Planner will serve as a liaison between Boston OEM, MBHSR entities, and other regional partners (local, state, and federal representatives, as well as private/non-profit institutions).

Responsibilities:

Responsibilities include: 

  • Assists with the management of MBHSR planning projects and associated budgets.
  • Develops, updates, and maintains emergency management plans, including but not limited to Emergency Operations Plans (EOP), hazard and support annexes, standard operating procedures, and continuity of operations plans.
  • Coordinates with numerous City, MBHSR, and external agencies.
  • Researches and applies best practices in emergency management, hazard/vulnerability analysis, and capability assessments.
  • Supports other emergency management functions, such as citizen preparedness, public information, and program administration.
  • Assists with interagency planning for major events and documentation and evaluation of the handling of major emergencies.
  • Fulfills other OEM duties as assigned, including on-call shifts and staffing of the City’s Emergency Operations Center (EOC) during an emergency or major planned event.
  • Performs other emergency management duties as directed.

Minimum Entrance Qualifications:

Minimum Requirements: 

  • Three plus (3+) years of professional experience in emergency management, preparedness, planning, project management, or other experience performing duties similar to those described above.
  • Associate's or bachelor's degree, preferably in public administration, public policy, emergency management, planning, or a related field.  A bachelor's degree may count towards two (2) years of the required professional experience, and an associate's degree may count toward one (1) year.
  • Knowledge of and experience applying emergency management principles and procedures.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Ability to analyze and interpret data.
  • Communication (written and oral), organizational, and problem-solving skills.
  • Ability to exercise sound judgment and focus on detail as required by the job.

 

Desired Requirements: 

  • Advanced degree or certification in public administration, public policy, emergency management, planning, or a related field.
  • Five plus (5+) years of emergency management, preparedness, planning, project management, or other experience performing duties similar to those described above.
  • Previous experience working with federal, state, and/or local emergency management programs.
