Overview:

Under the supervision of the General Services Manager, the Senior General Services Specialist performs professional financial and administrative duties within the General Services division in the Treasury Department.

Responsibilities:

  • Process monthly retirement payroll.
  • Assist with daily balancing of the City’s main accounts.
  • Create funding for weekly and monthly retirement payroll and generate additional reports as needed.
  • Review and enter garnishments into the system.
  • Issue manual and express checks.
  • Place stop payments, perform reversals, and reissue checks.
  • Utilize online banking to review accounts, process positive pay, and monitor for fraud.
  • Record and maintain accurate data on financial spreadsheets.
  • Report daily cash figures to the Retirement Department.
  • Input weekly reports for the Auditing Department.
  • Collaborate with the General Services Manager to process annual W-2s.
  • Prepare Form 945 for Retirement, update weekly and monthly logs, process federal taxes, and reconcile with Boston Retirement and Accounting quarterly.
  • Verify the accuracy of constable records, confirm Massachusetts state insurance, obtain the Department Head's signature, and maintain a log of bonds signed.
  • Manage the department’s postage, track weekly mail processing, and monitor charges made to the meter.
  • Review and update General Services procedures.
  • Provide strong customer service to City employees, departments, retirees, and vendors via in-person interactions, telephone, and email.
  • Periodically support and back up other areas of the General Services Division as needed.
  • Assist the General Services Manager with daily functions.
  • Perform related duties as required.

Minimum Entrance Qualifications:

  • Minimum of four (4) years of full-time professional experience in accounting, payroll, or a related field.
  • Associate’s degree in accounting, finance, business administration, or a related field preferred; may substitute for up to one (1) year of experience. A bachelor’s degree may substitute for two (2) years of required experience.
  • Knowledge of accounting principles and practices.
  • Strong ability to work independently, with high organization and self-motivation.
  • Effective in a high-volume environment and skilled in interacting with others.
  • Capable of managing multiple projects simultaneously and meeting deadlines.
  • Ability to collaborate with team members, other departments, and external organizations.
  • Excellent communication and interpersonal skills.
  • Reliable, with the ability to produce efficient work in a timely manner.
  • Proficient in spreadsheet software and comfortable with accounting and financial reporting.
  • Knowledge of Oracle PeopleSoft applications preferred.
  • Proficiency in Microsoft Office Applications and Google Sheets is required.
  • Demonstrated ability to work in diverse teams and build strong relationships across various functional areas.
  • Notary Public certification is preferred but not required.
  • Fluency in a second language is desirable but not required.
  • Proven ability to understand complex problems and navigate to solutions.
  • Strong written and verbal communication skills.
  • Ability to exercise good judgment and focus on detail as required by the job.
