Overview:

The City of Boston seeks a highly motivated and experienced Human Resources professional to join our team in the Office of Human Resources (OHR). The Manager of Central Records will provide leadership and support for various HR functions, ensuring the seamless operation of HR Shared Services under the guidance of the HR Shared Services Manager. The successful candidate will play a pivotal role in maintaining HR processes, handling employee inquiries, supporting collective bargaining agreements implementation, and contributing to the overall efficiency of our HR operations. The candidate will lead and supervise the Human Resources Representatives and share responsibility for the Service Center Operations with the HR Shared Services Manager. 

Responsibilities:

Team Leadership:

  • Lead and motivate a team of HR Representatives to achieve operational excellence.
  • Provide guidance, coaching, and mentorship to team members to enhance their skills and performance.
  • Establish team goals and monitor progress.
  • Ensure HR Representatives are informed and trained on any new HRIS functionalities or system changes. 
  • Support HR Shared Services Manager to enhance Senior HR Representatives skills and knowledge on all HR-related processes and procedures.
  • Foster a culture of continuous learning and development within the HR Shared Services team.

 

Central Records Management

  • Administer the bulk hires and mass updates to job records, including support for the City’s youth program employment, Police and Fire Cadets, and Police recruit classes. 
  • Assist in managing the execution of HR processes and employee data management.
  • Collaborate with HR Shared Services Manager to continuously assess and improve HR processes for increased efficiency and effectiveness.
  • Collaborate with the HR Shared Services Manager to implement best practices, standardize processes, and ensure consistency in the application of HR policies.
  • Collaborate with the HRIS Team and other stakeholders to execute testing of new HCM application upgrades, patches, and system enhancements.

 

Collective Bargaining Agreement (CBA) Implementation

  • Project manage the implementation of CBAs and other labor agreements/settlements, including new benefits and salary updates. 
  • Partner with key stakeholders, including members of Labor Relations, the Department of Innovation and Technology (DoIT), Central Payroll, and department heads, to ensure elements of CBAs are updated in all applicable systems correctly.
  • Assist in accurate and timely implementation of data to ensure impacted employees are paid correctly.
  • Support the annual or semi-annual processes outlined in CBAs, including lump sum payments for various allowances (i.e., clothing allowances).
  • Collaborate with the Office of Labor Relations and other stakeholders in OHR to communicate updates to employee benefits and programs resulting from labor agreements to relevant stakeholders, including employees, Department HR, and Department leadership.

Minimum Entrance Qualifications:

  • Bachelor’s degree preferred with at least four (4) years full-time, or equivalent part-time, customer service experience in a business, government, or nonprofit setting management experience or three to four (3-4) years related experience. Bachelor's degree may be substituted for two (2) years of the required experience. Supervisory experience may not be substituted.
  • At least two (2) years of supervisory/management experience required.
  • Strong leadership, project management, organizational skills, and presentation skills.
  • Strong interpersonal and communication skills, professional demeanor, and ability to interact effectively with all levels of personnel and external customers.
  • Experience planning and executing collaborative projects from start to finish under time and resource constraints.
  • Exceptional decision-making, problem-solving, and critical thinking skills. 
  • Superior listening, verbal, and written English communication skills.
  • Demonstrate success in learning new skills as needed to succeed in a fast-paced environment.
  • Talent for explaining complex subject matter to both technical and non-technical audiences.
  • Experience in the public sector (especially in local government) is highly desirable.
  • Knowledge of customer service best practices and principles.
  • Knowledge of computer software programs such as Microsoft Office and Google Suite. Knowledge of HCM software is highly desirable.
  • Sound judgment and creative problem-solving skills, as well as the ability to respect, protect, and maintain highly confidential and sensitive information.
  • The ideal candidate is a detail-oriented professional with a positive attitude and a passion for learning who enjoys working in a busy team environment.
  • Ability to collaborate with teammates and members of external departments to resolve issues.
  • Ability to exercise good judgment and focus on detail as required by the job.
