Overview:

Under the direction of the Senior Deputy Directors of Development Review, assist with the coordination of various projects as assigned. Develop a firm understanding of the Article 80 development review process. Anticipate and follow through on matters that involve the development review process. Assist, with the potential to lead, the coordination of the design and development review process for small commercial and residential projects through to the preparation of a final proposal for Boston Planning Department board consideration. Generally, the Project Assistant will support development review staff with the evaluation of small, large, and complex projects

Responsibilities:

The general duties and responsibilities of the position are included in, but not limited to, the information listed below.

  • As assigned, assist in coordinating passage of development proposals through the design and development review process. As assigned, initiate contact and coordinate review and input from all involved parties. 
  • Provide administrative support for management of IAG's that are involved in the development review process. This will entail coordination with Project Managers in the selection and notification of IAG members as well as distribution of letters, project information and other materials related to projects under review by the IAG.
  • Upon developing a firm understanding of the Article 80 development review process, the Project Assistant may be assigned to lead the coordination of the review and evaluation of small commercial and residential proposals submitted by developers.
  • Assist with the potential to lead in the review of development proposals, including proposed use and cost, conformity with zoning requirements, traffic studies, land use studies, environmental impact, etc. Compile and prepare reports and memoranda documenting methods and outcomes for supervisor review and subsequent distribution to involved parties. Assist in the coordination and distribution of development proposal comments to involved parties. Monitor development project timelines from initial contact with development proposals through Boston Planning Department board consideration.
  • Coordinate the scheduling of meetings with community groups, Impact Advisory Groups ("IAG"), Citizen Advisory Committees ("CAC"), task forces, abutters, and other interested public entities to present and discuss the proposed project. Potential to moderate and facilitate discussion; plan and implement community participation strategies to solicit useful feedback; serve as a communications link between community/citizen groups and developers. Propose and negotiate agreements between developers or their representatives and community groups to achieve consensus and make joint recommendations on project plans.
  • As assigned, assist Project Managers in coordinating meetings with developers and architects to negotiate agreements and revisions to project development reviews and design processes.
  • Collaborate with representatives of the Planning Department's Legal, Urban Design, and Planning Department, along with other City, State, and Federal agencies or departments in the project review process.
  • Establish and cultivate effective working relationships with representatives of community groups, government, industry and other entities that have interests in project development process.
  • Assist with the preparation of land disposition agreements, ground leases, licenses, developer's kits, design guidelines, and planning documents for supervisor review and subsequent distribution and approvals.
  • Coordinate the preparation of urban design and planning proposals, including perspective drawings and other design graphics for use in negotiations with developers about building heights, density, and land use.
  • As assigned, research recommendations on the disposition, sale, and/or redevelopment of City and/or Planning Department-owned parcels. May prepare guidelines for development on Planning Department-owned parcels.
  • Prepare reports, memoranda, recommendations, and other materials to present to Boston Planning Department Board for review.
  • Participate in the formulation and recommendation of project design and development policies for Boston neighborhoods.
  • May assist in construction project management and monitoring.
  • Maintain and update current knowledge of the Boston Zoning Code, economy, industrial base, and neighborhood concerns relative to development.
  • Perform other related duties as required.

Minimum Entrance Qualifications:

  • Work requires completion of a Bachelor’s degree. One to three years of field-related experience preferred.
  • Good public contact and presentation skills are needed.
  • Experience with Microsoft Office software and Google Suite is required.
  • Ability to effectively manage multiple projects in a fairly fast-paced environment is extremely valuable.

Terms:

Union/Salary/Grade: EXM/($58,000 - $81,000)
