Overview:

Under general supervision of the Payroll Director in the City's Central Payroll Office, performs auditing, accounting, and technical work to maintain citywide payroll data, monitor citywide payroll transactions, and assist with ensuring timely and accurate payroll cycles.

Responsibilities:

  • Examine and verify documents to ensure payroll transactions and data are accurate and adhere to applicable regulations, policies, collective bargaining agreements, and standard operating procedures.
  • Enter, update, and correct payroll data in PeopleSoft.
  • Run standard queries and learn to identify potential errors or identify answers to questions or concerns regarding payroll transactions. Reconcile data entry and notify departments or other department staff of errors in time, attendance, and payroll records. 
  • Research transaction data to resolve problems and errors.
  • Assists with payroll pre-confirm and confirm activities, such as running queries, verifying data entry, and similar tasks. Works collaboratively with other central payroll staff to complete the confirm process on a timely basis. 
  • Conduct calculations to verify and check data for accuracy, reasonableness, and compliance. Export data from Peoplesoft.
  • Validate data entry accuracy and compliance related to deductions, changes, refunds, buy-backs, and similar transactions.
  • Assist citywide department staff and central payroll staff with questions and concerns related to time and labor/payroll. Contact city staff to verify and discuss payroll data entries and related information.
  • Coordinate with auditors to provide requested documents to verify payroll accuracy.
  • Provide the retirement department with requested documents and data only found on microfiche cards.
  • Coordinate with personnel officers to ensure the accuracy of employees’ checks.
  • Prepare and provide Auditing’s Administrative Assistant with legal deductions and trust fund contributions.
  • Assist the Payroll Manager in preparing and setting up of CBA Contracts for Retro Pay.
  • Manage and organize all documents, including settlements, paylines, general deductions, department time summaries, additional pay forms, payroll confirm folders, and reconciliation folders. Prepare and maintain logs, tracking sheets, and similar files.
  • Calculate and process back pay for COB employees.
  • Perform professional accounting work involving responsibility for final checks on the accuracy and legality of expenditures; prepare complex financial reports.
  • Use advanced knowledge of Excel to conduct VLOOKUPs to verify loads and paycheck data.
  • The Payroll Specialist will assist other Central Payroll staff with a variety of responsibilities:
    • Assist the Principal Administrative Analyst in configuring Chartfield strings, combination codes, and account codes per request of City departments and BPS.
    • Assist the Payroll Manager with payroll processing functions. Managing the entry of paylines during the confirm-day process.
    • Assist the Principal Administrative Analyst in processing all inactive employees’ payroll, retro payments, and Leave benefit payments for COB and BPS.
    • Assist the Payroll Manager to examine and verify documents to ensure accuracy and adherence.
    • Assist the Senior Data Analyst with reviewing monthly deduction reports and annuity deductions.
    • Assist the Payroll Manager in performing reconciliation for payroll.
  • Perform related work as required.

Minimum Entrance Qualifications:

  • A Bachelor's Degree in Business, Accounting, or related field preferred.
  • Three (3) years of full-time or equivalent part-time office experience in work where the major duties include bookkeeping, data input, data quality verification, and general office experience. 
  • Experience in using Microsoft Office Suite applications, specifically Word and Excel, strongly preferred. 
  • Experience with PeopleSoft, Inc. applications preferred. 
  • Ability to exercise good judgment and focus on detail as required by the job.
