Overview:

The Boston Police Department seeks a motivated and experienced applicant for the role of Assistant Corporation Counsel at the Office of Labor Relations. Our ideal candidate is an experienced professional with an interest in collective bargaining and grievance management.

The Assistant Corporation Counsel will provide specialized expertise regarding labor management and employee relations while working closely with Managers/Supervisors and Human Resources at the Boston Police Department. This role will serve as subject matter expert on labor law, answering questions from the units and districts at the Boston Police Department and represent the Boston Police Department at the Department of Labor Relations, arbitrations and main table bargaining. The ACC will provide guidance and support on organizational legal issues.

This position reports directly to the Deputy Superintendent of the Office of Labor Relations.

Responsibilities:

  • Prepare and participate in meetings between labor and management to discuss and attempt to resolve issues of concern.
  • Write, review, and advise on legal contracts and agreements. Represent the organization in legal matters.
  • Research and analyze laws and regulations for clients. Represent clients in court when needed. Gather evidence to formulate a defense or to initiate legal actions. 
  • Oversee labor and employee relations matters, including grievance processing, arbitration cases, contract negotiation, and unfair labor practices for eleven (11) collective bargaining agreements for both sworn and civilian unions.
  • Serve as a subject-matter expert on contract interpretation and stay current on all new and proposed federal and state labor laws.
  • Represent the Boston Police Department at Step II and Step III hearings.
  • Provide input and guidance to managers and other staff regarding best practices and appropriate corrective action, communication approaches, documentation, and dispute resolution.
  • Build and maintain ongoing, long-term relationships with civilian and sworn bargaining units; advocate and champion a productive management/union working environment.
  • Assist with special projects and other duties as assigned.
  • Perform related work as required.

Minimum Entrance Qualifications:

  • Juris Doctor required.
  • At least two to four (2-4) years of experience as a lawyer in a law firm or governmental legal office.
  • Performs work with a high degree of latitude. Handles the most complex issues. Possesses expert knowledge of subject matter.
  • Provides leadership, coaching, and/or mentoring to subordinate a group. May act as lead or first-level supervisor.
  • Licensed to practice in the Commonwealth of Massachusetts with no disciplinary record.
  • Excellent, clear, and effective writing and organizational skills.
  • Accuracy and attention to detail.
  • Research skills.
  • Leadership skills and highly motivated self-starter.
  • Strong interpersonal and communication skills, both oral and written.
  • Proficient with Microsoft Office, Westlaw, LexisNexis, and Social Law Library.
  • Ability to exercise good judgment and focus on detail as required by the job.
