Overview:

The Mayor's Office of Emergency Management (OEM) coordinates the City's emergency management program and the Metro Boston homeland security program.  Our mission is to enhance the capacity of the City of Boston and the Metro-Boston Homeland Security Region (MBHSR) to prevent, protect against, respond to, and recover from major emergencies.  Working in close partnership with Boston's public safety and public health agencies, OEM plans and prepares for emergencies, educates the public about preparedness, conducts training, exercises, and drills, and performs other services to support the City and Region’s overall preparedness. OEM follows an all-hazards approach, preparing for both natural and man-made emergencies.

OEM seeks a highly qualified candidate to serve as Operations and Extreme Weather Project Director. Under the supervision of the Director of Operations, the Operations and Extreme Weather Project Director will work closely with various stakeholders, including City departments, community organizations, state and federal agencies, and the public, to enhance Boston’s preparedness and response to climate-induced hazards. The ideal candidate will possess extensive knowledge in emergency management, climate science, and urban planning, with a strong commitment to public safety and community resilience.

In parallel to the work of OEM and in partnership with the person in this position, the City is investing in a longer term transformation of its streets, coast line, and public buildings to increase the resilience of Boston during extreme weather events. This role focuses on the essential near-term work of preparing the City and supporting its residents for climate events that may occur before the long-term transformation is complete.

Responsibilities:

Position Duties:

The Operations and Extreme Weather Project Director will be responsible for the following tasks:

 

Strategic Planning and Policy Development:

  • Collaborate with City departments, state and federal agencies, and community organizations to integrate climate adaptation and mitigation strategies into emergency planning.

Risk Assessment and Analysis:

  • Conduct risk analyses to determine how to ensure continuity of operations and appropriate emergency response before, during, and after climate events.
  • Proactively read, interpret, advise on operational impacts, and recommend emergency planning protocols based on standard climate models and projections (e.g., National Weather Service, NOAA National Weather Service Advanced Hydrologic Prediction Service, and NOAA National Weather Service Probabilistic Extratropical Storm Surge Model).

Interagency Coordination:

  • Support the Director of Operations in facilitating coordination citywide along with local, state, and federal partners during planned and unplanned events.
  • Coordinate the development and implementation of interagency response plans and protocols for climate-related emergencies.
  • Serve in an on-call role and is available to staff the City’s Emergency Operation Center (EOC) or otherwise support City services during major emergencies or planned events.

Research and Innovation:

  • Stay current with the latest research, trends, and best practices in climate science, emergency management, and urban planning.
  • Conduct research to support evidence-based decision-making and policy development.
  • Innovate and implement new approaches and technologies to enhance the city’s resilience to climate-related emergencies.

 

Perform other emergency management duties as directed.

Minimum Entrance Qualifications:

Minimum Qualifications:

  • Bachelor's degree in emergency management, urban planning, environmental science, climate science, or a related field.
  • Minimum of three (3) years of full time or equivalent part time experience in progressively higher levels of supervisory/management experience in emergency management/preparedness, public safety, or other experience performing duties similar to those described above.
  • Strong understanding of emergency management, emergency response, climate science, and urban planning practices.
  • Demonstrated ability to read and interpret standard climate models and projections (e.g. National Weather Service, NOAA National Weather Service Advanced Hydrologic Prediction Service, and NOAA National Weather Service Probabilistic Extratropical Storm Surge Model).
  • Familiarity with relevant local, state, and federal regulations and guidelines.
  • Excellent written and verbal communication skills.
  • Demonstrated strong project management abilities.
  • Proficiency in GIS and other analytical tools.

 

Desired Qualifications:

  • Master's degree in emergency management, urban planning, environmental science, climate science, or a related field.
  • Relevant certifications such as Certified Emergency Manager (CEM) or equivalent.
