Brief Job Description:

 

Under the direction of the Director of the Public Facilities Department, the Assistant Director for Construction (ADC) is responsible for oversight of all aspects of the project delivery for the City of Boston Public Facilities Department building projects, including planning, programming, design, and construction of the City's physical plant. The work involves the repair and renovation of the City's approximately 450 buildings and the construction of new public buildings.

Responsibilities:

  • Oversees project managers in their management of the design and construction of new buildings, as well as the repair and renovation of existing structures.
  • Supervises and supports project managers and Clerks of Works in directing the efforts of architects, consultant engineers, and contractors during construction phase activities.
  • Acts as the subject matter expert to the project managers in managing construction contracts in matters of design, construction quality, schedules, change orders, amendments, time extensions, claims, and architects, engineers, and contractors performance.
  • Performs other related duties as required.

Minimum Entrance Qualifications:

  • At least five (5) years of full-time, or equivalent part-time, practice as a project executive, project manager, or general superintendent for a General Contractor and two (2) years in a supervisory capacity. Additional experience preferred. Experience must be in building construction (horizontal construction does not qualify). Appropriate educational substitutions may be made.
  • Experience operating one's own general contracting business or as a senior manager in a large general contracting corporation or public agency preferred.
  • Demonstrated organizational and managerial skills preferred.
  • The individual must be fully grounded in the science of building construction management, including an understanding of civil, structural, and MEP engineering, as well as architectural and other design professions related to building construction.
  • Excellent communication, word processing skills and computer spreadsheets skills preferred.
  • Applicant must demonstrate an ability to read, understand, and enforce all provisions of design and construction contracts, including written contracts, drawings, and specifications.
  • Experience dealing with the public preferred.
  • Familiarity with Massachusetts Bidding Construction Laws, particularly Chapters 7, 30, and 149 preferred.
  • Understanding of Massachusetts Building Code, general/subcontractor relations, and trade customs required.
  • Analytical expertise and writing skills are required.
  • Must be a licensed builder holding a City of Boston Board of Examiners ABC License and a Commonwealth of Massachusetts Supervisor's (unrestricted) License and/or be an architect or engineer registered in the Commonwealth of Massachusetts or hold another comparable professional credential.
  • Experience managing construction professionals, as well as professional staff, is required.
  • Ability to exercise good judgment and focus on detail as required by the job.
