Overview:

The mission of the City of Boston Assessing Department is to accurately collect data, assess property at its full and fair cash value, and provide prompt and courteous service to the public. The Assessing Department is a leader in municipal valuation and seeks to maintain that status by attracting talented experience to our core staffing.

 

The Fiscal Officer, reporting to the Director of Operations, will oversee all functions pertaining to the administration of departmental procurement, budget, finance, and related fiscal matters.

Responsibilities:

  • Prepare departmental annual budget and work closely with department leadership to articulate strategic priorities in annual budget requests.
  • Serve as Assessing’s liaison to City finance officers and other departments for matters related to budget, finance, and fiscal matters.
  • Manage the drafting and issuance of procurements and Request for Proposals (RFP’s).
  • Negotiate with vendors and others on services related to Department’s operational needs.
  • Responsible for the preparation and processing of goods, services, and contracts procurements; non-order transactions; receipt and payment operations; and related BAIS Financials processes.
  • Maintain and manage approved department fiscal year budget and conduct departmental financial operational needs and obligations.
  • Respond to requests from leadership and others and assist in the development and oversight of departmental programs, policies, and procedures regarding budget management.
  • Prepare analyses and reports for presentation and perform related duties as required.

Minimum Entrance Qualifications:

Minimum Entrance Qualifications:

  • Four (4) years of professional experience in finance, budget management, fiscal administration, or procurement management preferred.
  • A Bachelor’s degree in business administration, public administration, or an equivalent may be substituted for two (2) years of this experience.
  • A Master’s degree in business administration, public administration, or an equivalent may be substituted for three (3) years of this experience.
  • Strong interpersonal, organizational, oral and written communication skills.
  • Ability to exercise good judgement and problem solve as required by the job.
  • Accuracy and attention to detail. 
  • Proficient with Microsoft Office, and Google Suite a plus. Strong Microsoft Excel skills preferred. 
  • Knowledge of both BAIS Financials and Hyperion Planning applications a plus.

BOSTON RESIDENCY REQUIRED

 

Terms:                                                        

Union/Salary Plan/Grade: SENA/ MM1-6

Hours per week: 35, Monday - Friday 9am- 5pm
