Brief Job Description (essential functions of this job):


Under general supervision, independently performs analysis of financial controls and business process for revenue, expenditure and payroll functions.


  • Performs cost-benefit and other types of financial analysis of specific business functions or activities.
  • Performs financial and control risk assessments and makes recommendation to reduce operational risk, minimize errors and drive business process improvements
  • Participates in the annual financial audit and the preparation of the City’s Basic Financial Statement, Official Statement, and Comprehensive Annual Financial Report based on generally accepted accounting principles.
  • Prepares reports and information requested by the Commonwealth or third parties.
  • Interprets and ensures adherence to all approved rules and regulations. Ensures problems are resolved effectively.
  • Develops and documents business procedures.
  • Plans, develops and executes city-wide training and employee development for financial and payroll functions.
  • Participates in organizing, testing and implementing systems modifications and upgrades. 
  • Performs related work as required

Minimum Entrance Qualifications:

  • A minimum of four (4) years of full time or equivalent part time, accounting or auditing or business experience in a related field.
  • An undergraduate degree from a recognized school with a major in accounting or business administration or equivalent is preferred and may best substituted for two (2) years of the required experience.
  • A graduate degree from recognized school in the listed fields may be substituted for three (3) years of the required experience.
  • Successfully complete education of less than one year be prorated on the basis of the proportion of the requirements actually completed.
  • Knowledge and experience in management analysis, pro cures analysis and work simplifications.
  • Experience with PeopleSoft, Inc. applications preferred.
  • Experience with Microsoft Office Outlook, Word, Excel, Access and PowerPoint.
  • Ability to exercise good judgement and focus on detail as required by the job.
