Brief Job Description (essential functions of the job):

 

The Senior Technical Project Manager will work under the direction of the Director of Application Development within the Technology Services Division.  The Senior Technical Project Manager will oversee assigned projects of moderate to high complexity concentrating in software development. This position is responsible for assembling and working with the project team, assigning responsibilities, and managing schedules and resources to ensure timely completion of assigned projects. An essential function of the position will include direction of staff resources on application development projects. This position requires specialized knowledge of appropriate programming languages and development tools. This is a senior level professional position requiring the ability to manage and complete development projects on a timely basis.

Responsibilities:

  • Manages all phases of IT application development projects, including initiation, planning, budget, execution, implementation, and post-implementation activities. 
  • Develops detailed work plans, project schedules, estimates, and resource plans in conjunction with project team members and other involved IT and business teams.
  • Defines and manages project scope and risks. Investigates and makes recommendations on issues that challenge scope boundaries.
  • Monitors and reports on project traction, progress and, as necessary, coordinates the development discussions, and approvals of corrective action and/or contingency plans.
  • Creates project status reports highlighting critical issues for management and overall status of the project.
  • Conducts project meetings, project tracking and institutes an effective issue resolution process.
  • Manages client relations to ensure that project delivery expectations are specified and met.
  • Engages project stakeholders and communicates project updates to ensure buy in and project success.
  • Plans and implements change management as project deliverables are rolled out, including activities such as training, communication, and documentation.
  • Ensures project activities and deliverables adhere to internal quality standards.
  • Provides clear direction and motivation to project staff.
  • Performs related work as required.

 

Minimum Entrance Qualifications:

  • Applicants must have at least three (3) years of full-time or equivalent part-time paid professional experience in IT project management, business analysis and software development.
  • A bachelor’s degree in Business, Computer Science, Criminal Justice or related field is preferred. 
  • Experience in law enforcement and criminal justice is preferred.
  • Proven track record of successfully managed and implemented projects end-to-end
  • Experience managing software implementation projects.
  • Must have demonstrated knowledge and experience with best practices in project management.
  • Knowledge of programming languages, including HTML, CSS, JavaScript, and web technology platforms, including Google and Microsoft is preferred.
  • Knowledge of project management tools such as MS-Project, Smartsheet or Trello is desired.
  • Strong analytical skills with the ability to collect, organize, and disseminate significant amounts of information with attention to detail and accuracy.
  • Experience with software development methodologies and frameworks.
  • CJIS Certification required.
