Overview:

The Deputy Commissioner will serve within the Property Management group. This role will report directly to the Commissioner of Property Management and oversee and provide strategic direction for the Municipal Protective Services and the Security Systems divisions, including oversight of all the City’s alarm intrusion systems.

 

The mission of the Property Management Department (“PMD”) is to manage, maintain, repair, and provide security for the City's municipal buildings, including City Hall and Faneuil Hall; to preserve the useful life of City facilities and reduce operating costs through effective preventive maintenance measures.

Responsibilities:

  • Act as the security subject matter expert for the Property Management Department’s security response team; this role should develop emergency action plans for properties under the care and custody of the Property Management Department as well as build relationships with other departments such as the Department of Emergency Management, Boston Police, Boston Fire and be available to execute these plans as required.
  • Supervise and manage a diverse staff of security professionals across all properties under the Care and Custody of the Property Management Department or under Memorandum of Agreements (“MOAs”) for Security Services.
  • Develop and support policies, procedures, and training for Municipal Protective Services (“MPS”)and Security Systems personnel relating to security, such as standard operating procedures, alarms, video surveillance, incident reporting and writing of reports, and post orders. Advise the Commissioner on the security or safety of properties under PMD’s control.
  • Advise the Commissioner and PMD Executive Leadership on staffing, hiring, equipment, and budgetary needs.
  • Develop and provide comprehensive security education and awareness training for MPS officers and supervisors, conduct security briefings, and participate in Property Management inspections and audits.
  • Must exercise judgment and discretion in maintaining and safe guarding the confidentiality of sensitive information and responding to public record requests.
  • Time management and ability to meet deadlines.
  • Must be professional, mature, and have excellent written and verbal communication skills, strong multi-tasking, organizational, and time management skills, customer service focused, and comfortable interfacing with a diverse community.
  • Supervise all staff and ensure all personnel and software training/licenses required are current.
  • Advise the Commissioner on developing security plans, programs, and projects to promote safety and continuity of operations.
  • Annually review MPS and Security Systems policies and procedures and recommend changes/improvements consistent with industry best practices.
  • Oversee or facilitate regularly scheduled role-call meetings with emergency personnel.

Minimum Entrance Qualifications:

  • Applicants must have a minimum of 6 (six) years of full-time, preferably 8-10 years of experience in security management, public safety, or other experience performing duties similar to those described above.
  • At least three years of direct management and supervisory experience in a Security or Public Safety setting
  • Extensive experience writing, developing, researching, and executing plans and policies related to emergency management, security and public safety, and continuity of operations.
  • Extensive experience with managing large security surveillance operations, including intrusional arm and security camera systems in large numbers of buildings.
  • Bachelor’s Degree or an equivalent amount of experience & education. A Bachelor’s Degree maybe substituted for a maximumof two (2) years of required experience.
  • Excellent interpersonal, research, technical, and coordination skills; and superior written and oral communication skills.
  • Must exercise judgment and discretion in maintaining and safeguarding the confidentiality of sensitive information.
  • Must be professional, mature, and have excellent written and verbal communication skills, strong multi-tasking, organizational and time management skills, customer service focused, and comfortable interfacing with a diverse community.
  • Time management skills and ability to meet deadlines.
  • Proficient with Security Surveillance and Monitoring Software, Access Control Software and Systems, and Security Incident Reporting Software.

City of Boston Residency by date of employment required.

Must have and maintain a current Massachusetts driver's license.

CORI/SORI required.
