Overview:

The City of Boston is seeking an exceptional leader to serve as Executive Director of the Office of Police Accountability and Transparency (OPAT) to advance police oversight and reform in the City of Boston. The Executive Director will lead a staff of 15 as the head of the department and cabinet. OPAT was established in 2020 to provide a single point of entry for individuals with concerns or complaints related to the Boston Police Department (BPD) and its officers and sworn personnel to be heard and responded to. 

The OPAT Executive Director will oversee all operations of the department; including management of staff, development of policy, and all necessary relationship building to advance the goals of OPAT. Upon appointment, the Executive Director will also serve as a member of the OPAT Commission, one of OPAT’s three boards. The Executive Director should be a member of the Massachusetts bar, but shall not practice law while serving in this role. The Executive Director should have robust managerial experience and must reside in the City of Boston while serving in this role.

Responsibilities:

  • Leads the department in planning, directing, managing and coordinating all policies, procedures, guidelines and strategies concerning the Office of Police Accountability and Transparency.
  • Ensures the full implementation of and compliance to An Ordinance Establishing An Office of Police Accountability and Transparency.
  • Provides recommendations to the Mayor, BPD Commissioner, and City Council on policies, procedures, practices, and training for BPD personnel to increase professionalism, accountability, and overall public confidence in the police department.
  • Provides leadership and direction to investigative staff throughout the investigative process.
  • Oversees any changes to policies, procedures, and quality control standards for conducting investigations. 
  • Represents OPAT at high level meetings with the Mayor, BPD Commissioner, city leadership, community advocates, residents and other key stakeholders. 
  • Acts as a liaison between BPD and other community members to identify solutions or strategies to resolve issues.
  • Develops and maintains relationships with similar departments around the country as well as partner organizations like the National Association for Civilian Oversight of Law Enforcement (NACOLE).
  • Works with OPAT staff to develop the annual fiscal year budget.
  • Supervises OPAT staff, and ensures the departments’ work is carried out in a manner consistent with the City of Boston’s mission. 
  • Develops and implements internal policies for the department.
  • Performs related duties as required.

Minimum Entrance Qualifications:

  • A Juris Doctorate (JD) degree. 
  • At least ten (10) years of full time, relevant professional experience, five (5) years of which must have been in a supervisory capacity. 
  • Deep knowledge of Boston and the history of civil rights and social justice work within the city.
  • Experience in conducting investigative fieldwork, including complainant, witness, and subject employee interviews, and management of an investigative process.
  • Ability to proactively identify priorities and manage relationships with key stakeholders to achieve them.
  • Experience compiling, developing, and organizing data and information into clear and concise written reports. 
  • Familiarity with state and local government operations and processes, as well as the criminal justice system.
  • Experience developing strategic plans and delivering on short and long-term goals for an organization.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Strong time-management skills to handle multiple tasks according to stated timelines in a busy office.
  • Familiarity with the Criminal Justice Information System (CJIS).
  • Demonstrate strong organizational skills and attention to detail.
  • Valid Massachusetts Driver’s License required.
  • Member of the Massachusetts bar.
