Overview:

This is a provisional appointment.

Under the direction of the Financials Application Manager, this position will support the PeopleSoft (BAIS - Boston Administrative Information System) Accounts Receivable, Billing and Loan Management (bolt-on) modules and related functions in a manner that ensures the maximization of delivered functionality and the efficient and effective use of the application by the City of Boston.

 The Department of Innovation and Technology, in partnership with the Administration and Finance Cabinet for the City of Boston, is looking for an enthusiastic,  knowledgeable, organized and collaborative Analyst to join our BAIS team.

 As a member of a highly-collaborative team managing the City’s Financials technology solutions, the Business Analyst will work closely with the functional analysts, developers and stakeholders to research and assess new functionality and business process improvements, and move new features and enhancements to our production environment, and ensures they are adopted in a timely and efficient manner. This position will work closely with the project director, project managers, technical resources, change managers, business stakeholders and leadership. 

 We are looking for an innovative individual who is knowledgeable of best practice business processes and procedures and can provide clear communication, training, and assessments to ensure the changes associated within the PeopleSoft Update Manager (PUM) Images provide users with an experience that is highly useful and widely adopted across all City of Boston departments.

Responsibilities:

  • Provide Functional (Business Analyst) support for the PeopleSoft Accounts Receivable, Billing and Loan Management (bolt-on) modules.
  • Evaluates and recommends business process improvements, application modifications, application enhancements as appropriate. Research new PUM  images and understand what opportunities exist within those PUM Images for the City.
  • Works with business owners, stakeholders and functional counterparts to provide, gather and document business requirements, processes, flowcharts, and configuration decisions.
  • Participates in discovery and fit/gap analysis when necessary, and identifying and document gaps and opportunities.
  • In cooperation with key central departments build thorough, relevant and accurate test scripts and execute on those scripts as it relates to retrofitting existing customizations, implementing new or enhanced functionality, applying software upgrades, supporting business cycle calendar events, and regression testing. Build and maintain test scripts for automated testing tools.
  • Becomes familiar with the new functions and changes of the application as new Images are released, through self-directed research, receiving knowledge transfer from the team, researching Oracle related sites, and participating in training when available.
  • Analyzes and coordinates the selection and implementation of delivered fixes and patches.
  • Support in the writing, review, and approval of functional design specification documents which will serve as the basis for development work.  Create and edit other documentation including configuration guides, job aids, flow charts testing plans, training documents, presentations, etc.
  • Works in partnership with application functional and developer resources to troubleshoot and resolve functional application problems.
  • Assists central department personnel with the writing of complex queries.
  • Provides oral and written reports in a clear and concise manner.
  • Works with the Financials Application Managers to coordinate and prioritize requests from end-user departments.
  • Works closely with Change Management resources and business to create and administer communication and training to relevant central and department personnel.
  • Performs related work as required. 

Minimum Entrance Qualifications:

  • At least three (3) years of full-time, or equivalent part-time professional experience in work in which the major duties were in information systems analysis. Successful completion of two (2) years of full-time, or equivalent part-time, education toward an undergraduate degree from a recognized school with a major in computer science, management information systems or related field may be substituted for one (1) year of the required experience. A bachelor's degree in the above listed majors may be substituted for two (2) years of the required experience.
  • Prior experience with the PeopleSoft Financials application is highly desirable.
  • At least two (2) years professional experience supporting an Enterprise Wide Financial application is preferred.
  • Working knowledge of the City of Boston financial business practices and policies highly preferred.
  • Ability to exercise good judgment and focus on detail as required by the job.
