Overview:

The City of Boston is committed to continuously improving the way it procures both goods and services in order to improve the experience for both staff and bidders, with a goal of increasing the diversity of our supplier base and leveraging procurement as a tool to serve the City’s operational needs and policy goals. 

 

To support this continuous reform, the Procurement Department seeks a Data Analyst to join the Procurement Planning and Support Services team. Reporting to the Director, the Data Analyst will combine modern data analysis and visualizations with a deeply engaged approach to performance improvement and change management. The Data Analyst will work with Departments across the City to drive data-based initiatives that will directly contribute to operational and technical improvements. This includes developing and enhancing both current and new data collection tools, queries, and dashboards that enhance the Department’s ability to report on the City Procurement (contract data, spending data, vendor registration, etc.) and improve the Procurement process for internal users (buying plans, contract management, etc.). 

Responsibilities:

  • Leads and supports the design, development, implementation, and maintenance of ongoing reports, analyses, and metrics for key operations and decision making for the Procurement Department. 
  • Becomes a subject matter expert in Procurement data, structure and context. 
  • Makes data-informed decisions and recommendations and then presents project results to Department and other City leadership. 
  • Assembles, manipulates and/or formats data and/or reports using various software applications such as desktop tools, spreadsheets, report writing software, statistical software, graphical presentation tools, and business intelligence (BI) applications.
  • Creates visualizations for dashboards and data requests. 
  • Serves as a resource and content expert for the Department in PowerBI and other visualization tools.
  • Designs and develops tools that automate manual operations, including low-tech solutions or “no-code” software tools like Google Suite, Knack, etc.
  • Assists in solution implementation and adoption through the development of user guides, as well as conducting periodic, ad hoc training.
  • Proactively builds and maintains positive and effective relationships with Departments. Works with Departments to analyze results, forecast current and future needs, assess performance and evaluate strategic opportunities.
  • Supports in the preparation of presentation materials for City Council hearings, quarterly and year-end reports and other data requests.
  • Works with the Department of Innovation and Technology to ensure alignment with Citywide Analytics team on data management and visualization standards.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • A minimum of three (3) years of full-time, or equivalent part-time, professional experience in business or public administration, program management or related field, in work that included data analysis, reporting, dashboarding, mapping, and/or visualization using software and languages such as Python, R, SQL, ArcGIS, or PowerBI.
  • Experience in a government setting preferred.
  • A bachelor’s degree in business, public policy or administration, economics, computer science, or another STEM field is preferred and may be substituted for two years of the required experience. A master’s degree in the above listed fields is preferred.
  • Must be able to manage multiple tasks simultaneously and react to problems quickly.
  • Must be able to translate concepts and directions into practical solutions.
  • Experience with Microsoft Word, Excel, and PowerPoint and Google Apps (Docs, Sheets, and slides) strongly preferred.
  • Ability to exercise good judgment and make thoughtful decisions in a high pressure environment.
  • Ability to manage simultaneous assignments while maintaining a critical attention to detail.
  • Demonstrated ability to work on diverse teams and experience building strong relationships across a range of functional areas and seniority levels.
  • Proven verbal and written communication skills.
  • Proven organizational and project management skills.
