Overview:

The Public Facilities Department provides professional project management services for planning,design and construction projects at City-owned buildings throughout Boston. We work in conjunction with, and on behalf of user agencies, by managing studies, renovation and new construction projects at buildings where City services are delivered. PFD manages a range of design and construction projects valued between $1M - $125M and planning projects ranging in value between $50k - $1M. PFD typically handles an overall caseload between 80-100 projects valued at more than $500M annually.


Under the direction of the Chief of Staff, the incumbent acts in a confidential capacity and serves as the Director of Human Resources for the Department to ensure effective personnel management and the development of human resource programs. Leads all processes related to human resources and payroll functions of the Department.

Responsibilities:

HR and Labor:

  • Manages the human resources and administrative support functions;oversees the day-to-day business functions including payroll processing and full cycle recruitment for the Public Facilities Department.
  • Administers and develops departmental programs, policies and procedures regarding human resources, training, organizational development and related areas in accordance with applicable city, state and federal laws, collective bargaining agreements and/or departmental rules and regulations.
  • Manages personnel records and official files to include: attendance and leave records, medical records, residency requirements, etc. Ensures staff and volunteers are properly screened and licensed. Processes hiring/promotion/termination documentation; creates and/or updates budget amendments, creates or updates job descriptions and job postings; tracks the approval process of newly created positions, position management, time and attendance tracking and documentation,including, timesheets, eforms, etc.; processes salary adjustments and increases in a timely manner.
  • Coordinates annual projects such as performance evaluations; advises department managers in all human resources issues such as employee relations, discipline, and training, counseling employees on work-related matters: assists in conflict resolution. Manages and implements City of Boston policies such as residency, attendance policy, etc.
  • Manages all personnel, human resources and labor related records &information; oversees the analysis, maintenance, and communication of such as required by law.
  • Acts as liaison for the City's Office of Human Resources, Office of Labor Relations and Law Department on employment and related matters. Represents the department in initial level labor relations matters, including union grievance procedures and dispute resolution. Maintains communications with appropriate union officials for exchange of information, formal and informal discussion of union-management affairs and related matters; assists with impact bargaining obligations, execution of progressive discipline and grievance processes. Represents department at personnel related hearings and investigations.
  • Coordinates annual projects such as performance evaluations and benefits open enrollment.
  • Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations. Prepares reports and recommends procedures to reduce absenteeism and manage retention goals.

Payroll:

  • Processes weekly payroll by coordinating all timekeeping and payroll changes. Answer questions and resolve all payroll related issues.
  • Liaises between the Commission and the City’s Central payroll ensuring all standards and policies are followed and that weekly payroll is processed efficiently.

Employee Relations:

  • Organizes and/or conducts staff orientation, professional development opportunities and diversity training sessions. Maintain training logs and completion status for staff.
  • Provides guidance to department employees and management on issues concerning various city policies including ADA, FMLA, residency, attendance and harassment.
  • Mediates problems between employees; works to improve communication within and between departments; answers questions from department heads and supervisors concerning personnel policies and procedures.
  • Promotes equitable work and team environment. Develops tools that strengthen the department's commitment to diversity and inclusion.

Admin Support:

  • Provides administrative support to the Chief of Staff to ensure effective personnel management and development of human resource programs.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least four (4) years of full-time, or equivalent part-time, paid professional experience in human resources management, business or public administration or related work, two (2) years of which must have been in a supervisory capacity.
  • Bachelor’s degree in human resources management, business or public management, business or public administration or related field strongly preferred and may be substituted for two years of the required experience.
  • SHRM or HRCI certification preferred. Public sector pension experience preferred.
  • Knowledge of human resources policies and procedures such as ADA,FMLA, worker’s compensation, etc.
  • Strong written and verbal communication skills.
  • Ability to work independently under deadline and with sensitivity to confidential matters.
  • Ability to apply laws, rules, regulations, specifications and standards in compliance with documented policies and procedures.

  • Ability to establish and maintain effective working relationships with employees and managers.
  • Strong organizational skills and attention to detail required.
  • Working knowledge of the PeopleSoft HRMS and the City’s personnel practices and procedures strongly preferred.
  • Working knowledge of Microsoft Office and Google Suite.
  • Experience in a union environment is preferred.

Boston Residency Required.
