Overview:

Reporting to the Deputy Chief of Streets for Transportation who serves as the Boston Transportation Department Commissioner the Director of Operations is responsible for the day-to-day operation of the Boston Transportation Department's (BTD) field, operating and enforcement divisions which include Parking and Enforcement, Tow & Hold, Fleet, Traffic Signs and Signals and Parking Meters.

 

The Director of Operations will work with the Commissioner and leadership within BTD, Public Works and the Streets Cabinet to implement a shared mission of operating a safe, equitable, multi-modal transportation system designed to reduce over-reliance on single-occupancy vehicles and implement policies and procedures that reflect the City's values of inclusively, accessibility, and sustainability.

 

The Director of Operations will become a subject matter expert on issues such as parking and enforcement technology, data analysis tools and related assets and equipment. The Director of Operations will be tasked with implementing new processes and systems designed to modernize manual and semi-automated processes within BTD through automation, and ensure field, operating and enforcement divisions are providing an efficient, high level of customer service for the residents of and visitors to the City of Boston.

 

Responsibilities:

  • Oversees the day to day operations of the BTD field, operating and enforcement divisions which includes the following functions and services: parking enforcement, tow and hold operations and related operations and systems, parking meter revenue collection, parking meter maintenance, installation and maintenance of traffic signs, signals, and other traffic control devices.
  • Strategically plans, directs and oversees the recruitment, hiring, deployment and administration of uniformed parking enforcement officers in the City of Boston. Oversees the meter, sign and signal shops and their work of providing day-to-day installation, maintenance, and improvements to critical safety and regulatory infrastructure.
  • Ensures all BTD activities conform to local, state and federal regulations. Develops and implements new standard operating plans and procedures. Works closely with Human Resources and Labor Relations on personnel matters. Interviews and recommends candidates for positions and trains and assigns new personnel for supervisory positions.
  • Implements new parking regulations, enforcement policies, fees, meter rates, fines, sign and traffic control devices and other related technology.
  • Facilitates the implementation of curb management policies and related street occupancy permits and special events.
  • Builds a positive collaborative staff culture and strong professional development system.
  • Provides technical guidance and support to other divisions within BTD, Public Works, Streets Cabinet, other departments within the City and outside agencies.
  • Coordinates with the Director of Traffic Engineering and other BTD, Public Works and Streets Cabinet leadership on the design, planning and engineering specifications for department supply, service and construction projects.
  • Coordinates with the Parking Clerk to enhance the operations of parking revenue collection and procedures.
  • Coordinates with the Public Works operational divisions to ensure alignment across the Streets Cabinet, and mutual support between operational teams. With other BTD Managers, leads the implementation and support of the Department's asset management system.
  • Prepares and manages the operating budget for BTD's field, operating and enforcement divisions.
  • Develops, implements and supports business modernization efforts within BTD including the implementation of new virtual processes.
  • Supports implementation of the City's Go Boston comprehensive transportation management plan and Vision Zero Action Plan other initiatives.
  • Required to work all emergencies as directed by the Commissioner Performs related work as required.

Minimum Entrance Qualifications:

  • At least five (5) years of full-time,or equivalent part-time operations experience, of which five (5) years of which must have been in program administration,and five (5) years must have been in a supervisory capacity managing field operations in enforcement, parking meter, signage and other field related operations.
  • A bachelor's degree in operational analysis, business or public administration, planning or engineering, or related field is strongly preferred and may be substituted for two (2) years of the required experience. A master's degree in the aforementioned fields is desired and may be substituted for an additional year of experience.
  • Ability to make oral presentations before large and small audiences; to research data and to compile narratives or reports from gathered information; to maintain confidentiality of information and reports; to establish and maintain effective working relationships; and to exercise sound independent judgment in planning, directing, and coordinating the work of a technical and professional staff.
  • Must be willing to travel to BTD Facilities, assets and work sites within the City of Boston. Working knowledge of MA public procurement preferred, specifically Chapter 30, including Section 39M and Chapter 149.
  • Must have and maintain a current Massachusetts Driver’s License.
  • Ability to exercise good judgment and focus on detail as required by the job.

Boston Residency Required.
