Overview:

Under the direction of the Executive Director for the Mayor’s Office of Black Male Advancement the Office  Manager is responsible for the day to day office management, administration, budget, payroll, procurement services.

Responsibilities:

  • Perform duties relating to human resources, payroll, and personnel document and data management (maintain employee time and attendance calendars, maintain leave benefit balances for staff members; prepare necessary forms for any end-of-the-year time adjustments.
  • Serve as personnel officer for Black Male Advancement; responsible for scheduling interviews & communication throughout the hiring process, including orientation & onboarding for new hires; assist with department annual compliance.
  • Maintains personnel records for staff, including processing of payroll, maintaining attendance data, ensuring all employees paperwork is completed and processed timely, and all other associated duties relative to staff personnel transactions.
  • Assists Director in developing and conducting training on relevant HR topics for department personnel.
  • Maintain accurate employee files, including wage and salary administration of step raises/and or promotional increases.
  • Work with the Office of Human Resources on any Workers Comp, Health Benefits and Insurance when necessary.
  • Work closely with the Office of Human Resources regarding job status changes, terminations, and offboarding when needed.
  • Interprets City and Departmental personnel policies for supervisory personnel of the department and instructs them on their administrative responsibilities. 
  • Provides administrative assistance to the Executive Director, senior staff of BMA through origination of daily schedules, serving as a liaison to external and internal partners on matters related to the Executive Director, and being a management representative in the office in the absence of the senior staff.  Supervises Clerk(s) with responsibility over file maintenance and customer service. 
  • Acts as the scheduling assistant to the Executive Director and BMA team when needed. 
  • Assists with budgetary requests for the department as well as assists in creating department yearly budget and expenses.
  • Responsible for all department purchasing functions, including the payment of invoices and all related transactions. Prepares and monitors the department budget for review of the Executive Director.
  • Responsible for administration of all contracts including working with suppliers and staff to complete necessary documents and ensuring compliance with contracts and payments as needed. 
  • Maintains inventory of office supplies and processes purchase orders as necessary.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Four (4) years of full-time or equivalent part-time experience in office management, office administration, business administration, or business management, the major duties of which included one or more of the following functions: purchasing, personnel management, budgeting, accounting, records management, grants management.
  • A BA may be substituted for (2) two years of the required experience. 
  • Knowledge of Human Resources/Workers' Compensation is preferred. 
  • Experience with purchasing, personnel management, budgeting, accounting, records management, grants management. 
  • Proficiency with MS Office and Google Suite.
  • Experience working with PeopleSoft BAIS Financials and BAIS HCM is strongly preferred. 
  • Ability to exercise good judgment and focus on detail as required by the job.
