Brief Job Description (essential functions of the job):


The Boston Transportation Department is seeking a New Mobility Planner to develop and oversee programs to manage new mobility options in Boston.


Reporting to the Commissioner of designee, the New Mobility Planner is part of the New Mobility team and works with constituents, city staff, property owners, and new mobility providers to create and implement innovative approaches to manage the changing transportation landscape.


The New Mobility Planner addresses a variety of concerns about transportation’s interface with urban design and the public realm and envisions and implements cutting-edge initiatives in a changing transportation environment where needs, resources, and opportunities vary enormously.


  • Develops and oversees programs to manage and encourage shared personal-mobility options, small-parcel delivery logistics, urban freight, and automated vehicle programs.
  • Establishes partnerships with private mobility service providers, such as transportation network companies (TNCs) to lower congestion and increase safety.
  • Manages Boston’s Electric Vehicle program to increase electric vehicle use in Boston in collaboration with the Environment Department.
  • Develops and manages Boston’s Neighborhood Mobility microHUBs program.
  • Manages curbside lane-use programs, such as dynamic parking, flex lanes, and electronic signs.
  • Uses data analytics, real-time information, online tools, and smartphone apps in the development of projects and policies.
  • Manages project-based community processes using digital, in-person, and on-the-ground (tactical) engagement
  • Conducts research studies, surveys, geospatial analyses, and interviews to inform project planning and design.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Four (4) years of transportation planning experience, of which at least two years must have been in a project management capacity. Project management experience should include contracting; managing scope, schedule, and budget and managing risks and changes.
  • A bachelor’s degree in city planning or related field preferred and may be substituted for two (2) years of the required experience. The required project management experience may not be substituted.
  • Demonstrated ability to take projects from concept to implementation strongly preferred.
  • Demonstrated working knowledge of emerging transportation and mobility trends such as the use of transportation network companies, automated vehicles, app-based access, micro transit, and electric two-wheel transport.
  • Demonstrated record working in multi-disciplinary outcome-oriented teams.
  • Ability to collaborate with a diverse range of public agencies, private consultants and community groups.
  • Proven research, writing, oral, and graphic presentation skills.
  • Demonstrated experience with GIS mapping, graphic design, data analysis and maintenance and website development.
  • Ability to exercise good judgment and focus on detail as required by the job.
