Reporting to the Human Resources HRIS Manager, the Associate HRIS Manager will play a significant role in defining solutions, providing oversight, and supporting those tools and systems critical to the Office of Human Resources (OHR). Working in partnership with central IT staff, business owners, and other stakeholders, the Associate Manager will be responsible for general business process improvements through reviewing plans, performing work analysis, identifying opportunities to apply technology, redesigning processes, defining systems and infrastructure support requirements, and identifying and evaluating potential technology solutions.

Responsibilities:

Duties include, but are not limited to:

  • Utilizes standard report writing tools (Crystal Reports, Tableau, Excel, SQL Reporting Services) to create a range of deliver appealing and useful templates for presenting analytical and operational data. Writes, maintains, and supports a variety of reports or queries utilizing appropriate reporting tools; develops and administers standard reports, i.e. statistical reports for both planning and public reporting purposes.
  • Schedules, manages, monitors and maintains key operational reports, processes and systems supporting various OHR functions.
  • Ensures application data integrity, by implementation of protocols around data hygiene, business procedures that ensure consistency of application use, and direct involvement in the change management process.
  • Troubleshoots, researches, and resolves occasional/periodic issues that interrupt processes required for the daily functioning of OHR.
  • Coordinates with various “Help Desk” groups across the enterprise in maintaining an awareness of the resources, channels and responsibilities for ensuring continued end user access to key enterprise applications.
  • Ensures seamless provisioning/de-provisioning of core application access (PeopleSoft HCM), so that timely updates are posted to the Identity Management system.
  • Recommends strategies and solutions in the on-going effort to improve content analysis and delivery to enterprise executives and managers.
  • Assists with developing of content and curricula designed to support management objectives around data utilization; coordinates and delivers training that draws upon established training methods to optimize delivery, comprehension and student assessment.
  • Sustains ongoing dialogue and discussions that identify opportunities to improve or streamline various interagency business processes.
  • Full participant in the review, testing and implementation of HRMS system upgrades, change requests or patches.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least three (3) years of full-time, or equivalent part-time, paid experience in computer systems, business process analysis and project management, including experience in IT application development and support and web-based applications. Additional experience is preferred. A bachelor's degree in computer science or related field is preferred and may be substituted for two (2) years of the required experience.
  • Proficiency as an advanced user in Microsoft Excel is required.
  • Ability to write queries whether through an application UI, command line, or other related tool is required.
  • Functional knowledge of Microsoft Office applications is required (MS Word, MS Access, MS PowerPoint). Competency in equivalent application will be accepted.
  • Functional knowledge of relational database concepts, especially in the area of ETL (Extract, Transform and Load) related methods.
  • Demonstrated ability with eliciting and documenting business requirements.
  • Demonstrated ability to correctly and appropriately express business requirements using the relevant technical terms and concepts.
  • Strong organizational skills and attention to detail. Demonstrated ability to manage multiple projects, work well under pressure and meet deadlines.
  • Ability to work effectively in a team environment with all levels of management.
  • Ability to exercise good judgment and focus on detail as required by the job.
Preferred Qualifications:
  • Experience writing queries using SQL is strongly preferred.
  • Certifications related to Project Management, Software Business Analysis, Data Governance, Data Security or other similar professional areas of expertise.
  • Experience using PeopleSoft (or similar HR/Payroll software systems).
  • Experience using Crystal Reports (or similar report writing applications) is strongly preferred.
  • Knowledge of DB2/Command Center is a plus.
