Brief Job Description (essential functions of the position):

 

The City of Boston Public Works Department, Waste Reduction Division, is seeking a talented individual to lead in implementing and managing zero waste programs throughout the city.  This position will work with the Superintendent in tracking the City’s progress in obtaining zero waste.

 

Under the direction of the Superintendent of Sanitation, the Waste Reduction Program Manager will manage the daily operations of all current and future zero waste initiatives including recycling, composting, etc. Provides supervision in the division and coordination of zero waste activities. 

Responsibilities:

  • Serves as the department’s point person on zero waste programs with contractors, the community, and other city departments.
  • Works with MassDEP and other State agencies with regards to grant funding and technical assistance.
  • Enforces compliance with solid waste rules, regulations, policies, and recycling programs. 
  • Conducts City of Boston Interdepartmental Zero Waste Committee meetings as needed.
  • Develops and implements educational and community outreach programs regarding City of Boston Zero Waste Plan and Recycling Initiatives
  • Identifies new opportunities to support programs and community-led projects that are inclusive and equitable to all neighborhoods citywide.
  • Establishes a metrics-driven evaluation process to create an iterative content strategy and track progress toward zero waste plan short and long term goals
  • Participates in marketing plans that will increase waste reduction public awareness throughout the city.
  • Plans and manages zero waste community events, staffing and reports 
  • Conducts regular review of processes and makes recommendations to supervisor for improvements in the division.
  • Ensures coordination and collaboration of zero waste goals in the community, as identified in Boston’s Zero Waste Plan.
  • Addresses complaints from all of the communities citywide.
  • Maintains spreadsheets, records, and data supporting in detail the duties performed.
  • Provides regular updates to supervisor regarding progress of waste management throughout the city.
  • Performs related duties as required.

Required to work any and all emergencies as directed by the Chief of Streets or designee.

Minimum Entrance Qualifications:

  • At least three (3) years of full time, or equivalent part time, professional experience in waste collection and/or recycling of which one (1) must have been in a supervisory or managerial capacity.
  • Knowledge of waste management rules, regulations, methods and procedures.
  • Demonstrated ability to take projects from concept to implementation strongly preferred.
  • Ability to collaborate with a diverse range of public agencies and community groups.
  • Ability to exercise good judgment and focus on detail as required by the position.
  • Ability to plan and supervise the work of others.
  • Ability to demonstrate vision, strategic thinking, initiative, collaboration, flexibility and adaptability; and willingness to embrace change.
  • Ability to work effectively in a multi-cultural, multi-ethnic work environment.
  • Must have and maintain a current Massachusetts driver’s license
  • Ability to establish and maintain effective working relationships and to exercise sound independent judgment in planning, directing, and coordinating projects.
  • Strong written/verbal communication, interpersonal, organizational, problem solving skills preferred.
