Overview:

Under the direction of the Director of Alterations and Repair, the Capital Projects Manager is responsible for managing the department’s construction initiatives, including capital renovation projects from the initiation of funding to the official completion and turnover of the project.

 

The City of Boston Property Management Department's (PMD) mission is to manage, maintain, repair, and provide security for the City's municipal buildings, including City Hall and Faneuil Hall, to preserve the useful life of City facilities and reduce operating costs through effective preventative maintenance measures. The Property Management Department is also responsible for managing capital projects such as office renovations, HVAC upgrades, elevator repairs, equipment installations, and more.

Responsibilities:

  • Works with internal departments to determine their needs, guides the selection and development of designs, fixtures, furnishings, and equipment, and provides direction on reasonable project timelines and budgets
  • Coordinates with internal and external partners on all aspects of project oversight
  • Manages project design & construction budgets and schedules and monitors the quality and timeliness of ongoing work.
  • Manages architects, engineers, consultants, and contractors' contracts. Participates in all required project meetings to manage project timelines and issues that arise.
  • Prepares documents and agendas to facilitate Department review of Capital Projects during the design phase.
  • Assists Department Leadership in developing and submitting annual capital plans and CIPR requests.
  • Assists in the development and execution of communications plans on a program and project basis, as needed.
  • Informs building staff and other City Departments and Agencies of potential impacts of Capital Project work, including but not limited to - scheduled power outages, elevator outages, water shut-offs, and other building impacts, as needed.
  • Initiates and maintains appropriate working relationships with staff within the department and with other city departments and partners.
  • Liaises with the Public Facilities Department to facilitate the successful execution of capital projects.
  • Assists in the designer selection and project closeout processes.
  • Manages project documentation and files.
  • Performs other duties as required by the position.

Minimum Entrance Qualifications:

  • At least four (4) years experience in building construction management, engineering, or architecture, with at least two (2) years in budgeting and scheduling building construction projects required.
  • Ability to exercise sound judgment and focus on detail as required by the job
  • Knowledge of construction practices, Massachusetts Building Code, general/subcontractor relations, and trade customs preferred.
  • Knowledge of M.G.L ch. 149, Ch. 30, § 39M, and Ch 7C, §§ 44-58 procurement law requirements preferred
  • Strong written/verbal communication, interpersonal, organizational, and problem-solving skills preferred
  • Bachelor's degree in architecture, engineering, or construction management preferred.
  • Appropriate educational substitutions may be made.
  • Must have and maintain a valid Massachusetts Driver’s License
