Overview:

Under the Direction of the Superintendent of Buildings, the Building Operations Manager will work closely with Property Management staff and contracted personnel to ensure that Property Management facilities meet employee and constituent needs and provide a safe, clean, and well-maintained building environment.

 

The City of Boston Property Management Department's (PMD) mission is to manage, maintain, repair, and provide security for the City's municipal buildings, including City Hall and Faneuil Hall; to preserve the useful life of City facilities and reduce operating costs through effective preventative maintenance measures. The Building Operations Manager supports building management staff and contractors at designated Property Management Department buildings, troubleshoots building systems and equipment, and serves as the primary liaison between tenants and City Departments operating in the buildings.

Responsibilities:

  • Responds to work orders or other reported needs to assess and triage building issues, troubleshoots issues with heating and cooling equipment, and provide on-site management of other building issues, including but not limited to spills, leaks, equipment malfunctions, temperature issues, power outages, access control issues, elevator entrapments, fire alarm, sprinkler, or life-safety system issues, or property damage, and notifies other staff or vendors as necessary to resolve issues.
  • Maintains continuous communication and contact with building tenants regarding the condition of the building, outstanding issues, and unresolved work orders and proposes solutions for recurring problems or deficiencies.
  • Performs various duties as an on-site maintenance technician - including triaging and reporting building issues and performing routine maintenance and basic troubleshooting of mechanical, electrical, and plumbing equipment and controls.
  • Tracks all building issues through the work order system, determine the seriousness and urgency of identified work, and reports them to the appropriate Property Management team member or outside contractor.
  • Studies plan, drawings, specifications, and work orders to determine work requirements and sequence of repairs and installations.
  • Assists department leadership in capital planning activities throughout the fiscal year.
  • Keeps updated records of work performed, completion dates, parts used, and time allocated to work performed.
  • Keeps an updated schedule of ongoing or upcoming work to be completed in the buildings.
  • Maintains effective working relationships with Department employees and private contractors to provide exceptional customer service.
  • Serves as the on-call employee on a scheduled basis to respond to emergency building issues during nonworking hours.
  • Supervises the work of contractors as required.
  • Ability to exercise sound judgment and focus on detail as required by the job.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • A Bachelor's degree in facilities management, engineering, or a related field is preferred.
  • At least five (5) years of experience in facilities management, two (2) of which must have been in a supervisory capacity.
  • Strong leadership and organizational skills.
  • Ability to work independently and as part of a team.
  • Strong problem-solving and analytical skills.
  • Knowledge of best practices in facility management of commercial buildings and basic mechanical equipment operations.
  • Familiarity with technology associated with building management, information, and condition.
  • Knowledge of Massachusetts construction regulations and statutes regarding generally accepted trade and construction practices.
  • Excellent oral and written communication and interpersonal skills, and ability to read, write, and understand English.
  • Must be able to respond to emergency service calls during nonworking hours, if required.
  • Knowledge of computer-based building management systems is preferred.
  • Must have and maintain a valid MA Driver’s License.
