Overview:

The Mayor's Office of Emergency Management (OEM) coordinates the City's homeland security and emergency management programs.  OEM's Mission is to enhance the City of Boston and Metro-Boston Homeland Security Region's capacity to prevent, protect against, respond to, and recover from major emergencies.  Working in close partnership with Boston's public safety and public health agencies, OEM plans and prepares for emergencies, educates the public about preparedness, conducts training exercises and drills, and performs other services to support the City and Region’s overall preparedness. OEM follows an all-hazards approach, preparing for emergencies of different types - whether they be natural or man-made.

 

The GIS/Situation Unit Analyst is assigned to develop and maintain situational awareness tools and systems that support OEM’s emergency preparedness, response and recovery efforts. Establishing a common operating picture and situational awareness is an essential component of any emergency management program, and this position will be tasked with leading these efforts for OEM and with our regional partners. The GIS/Situation Unit Analyst will maintain and enhance current planning and operational tools, while also seeking to advance OEM and City of Boston situational awareness capabilities.

Responsibilities:

Duties include but not limited to:   

  • Supports citywide and regional emergency planning efforts coordinated by OEM. 
  • Utilizes the Geographic Information Systems (GIS) technology to analyze hazards and perform risk assessments.
  • Supports the development and maintenance of GIS and other situational awareness tools using best practices of GIS in emergency management, hazard/vulnerability analysis, and capability assessments.
  • Maintains, revises, and develops mapping components for emergency and evacuation plans, including the Emergency Operations Plan (EOP) and its annexes.
  • Works closely with numerous City and outside agencies on data coordination and situational awareness tool access.
  • Supports other emergency management functions, such as citizen preparedness, public information, and program administration.
  • Assists with interagency planning for major events and documentation and evaluation of the handling of major emergencies.
  • Fulfill other OEM duties, including on-call shifts, and staffing of the City’s EOC (Emergency Operation Center) during an emergency or major planned event.
  • Organizes and facilitates the MBHSR’s GIS Working Group.
  • Manages the MBHSR aerial imagery and associated contracts.
  • Performs other work as required.

Minimum Entrance Qualifications:

  • At least two (2) year of full-time, or equivalent part-time, professional experience in emergency management planning including working with GIS software, and designing and building operations dashboards in software such as ArcGIS Online.
  • A bachelor’s degree in public administration, public policy, emergency management, planning, geography, GIS or a related field highly preferred.
  • Demonstrated ability in applying emergency management principles and procedures and use of GIS for analytics and reporting.
  • GIS data management skills.
  • Familiarity with using a geodatabase to edit, maintain and share data.
  • Familiarity with Esri’s Web App Builder application.
  • Familiarity with ArcGIS Pro.
  • Knowledge of publishing map services from a geodatabase to ArcGIS Online.
  • Familiarity with situational awareness tools in the context of the emergency management discipline.
  • Some SQL data experience to assist in managing a variety of data feeds for different sources.
  • Strong business planning, organization and project management skills.
  • Superior written and verbal communication skills.
  • Strong work ethic, self-starter, creative, energetic and enthusiastic.
  • Ability to exercise good judgment and focus on detail as required by the job.

Desired Qualifications

  • Advanced degree or certification in GIS/IT, Public Administration, Emergency Management, or similar field.
  • 3+ years of professional experience in GIS, emergency management/preparedness and planning.
  • Previous experience working with Federal, state and/or local government programs.
  • Prior experience conducting hazard/risk analysis.
