This is a temporary, grant-funded position, funded through the American Rescue Plan Act (ARPA) expected to last through December 31, 2026 or when funds are depleted. The position may be extended based on operational need if alternative funding is identified.

The American Rescue Plan Act (ARPA) plays a critical role in realizing Boston’s equitable and resilient recovery from the COVID-19 pandemic. These historic federal resources lay a foundation for the future and accelerate a Green New Deal for Boston. Alongside the Operating and Capital Budgets, these investments will jumpstart solutions to long-term challenges; deliver equity, climate resiliency, jobs, and health across departments and sectors; and lay the foundation for long-term financial sustainability.

 

Brief Job Decription:


The City of Boston is seeking a Director of ARPA Implementation to join the Finance Cabinet to lead the administration of this historic public funding. Under the direction of the Chief Financial Officer or designee of the Chief Financial Officer, the Director of ARPA Implementation is responsible for managing the spending and implementation of the $558.7 Million in American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF) that have been allocated to the City of Boston. This position will oversee all ARPA-funded work streams, including housing, economic opportunity and inclusion, climate and mobility, equitable pandemic response, arts and culture, behavioral health, early childhood and evaluation and administration. This position will also work on other strategic initiatives as needed.

Responsibilities:

  • Leads implementation and oversee spending by City departments of Boston’s ARPA funds.
  • Ensuress ARPA-funded projects are undertaken in a manner consistent with the City’s diversity, equity and inclusion goals and ARPA’s focus on communities disproportionately impacted by COVID.
  • Serves as the point of contact for businesses, advocates, community partners, and the general public for questions, requests and issues relative to ARPA funding.
  • Designs dashboards and other public-facing tools to increase transparency and build trust.
  • Provides leadership on ARPA-related communications and community engagement plans, in partnership with the Community Engagement and Communications Cabinets.
  • Shares information regularly results achieved through ARPA funded projects
  • Advises and support ARPA project leaders on processes, reporting, and systems necessary to reach the project goals.
  • Ensures ARPA funding deadlines are met and key project milestones are completed on time and within budget.
  • Convenes staff and coordinate ARPA-related initiatives across City departments and agencies.
  • Ensures ARPA-funded activities are eligible and compliant with all applicable City, state and federal policies, rules and regulations.
  • Tracks project milestones, organize and chair ARPA project management meetings, produce reports on project and spending progress.
  • Develops and implements performance management strategies, including the identification and definition of key performance measures, and the creation of measurement tools and reports.
  • Works closely with the Auditing Department to ensure timely reporting and overall compliance with ARPA and all other relevant federal, state and local regulations.
  • Works on various Finance Cabinet strategic initiatives as needed.
  • Perform related work as required.

Minimum Entrance Qualifications:

  • Four (4) years of full time, or equivalent part-time, experience in program management or project management. Appropriate educational substitutions may be made.
  • Bachelor degree in a related field.
  • Proven track record of successfully managing complex initiatives with multiple work streams.
  • Experience with developing and implementing performance management tools.
  • Excellent organizational, program management, writing, negotiation, speaking and interpersonal skills.
  • Working knowledge or Experience with Microsoft Office and Google Suite.
  • Ability to exercise good judgment and focus on detail.
