Overview:

The Department of Innovation and Technology is looking for an experienced software development senior manager, eager to have an impact through our core financial and people systems. A successful candidate will have experience managing software development teams - bringing tools that improve the speed and quality of software, with the goal of making our City government a better employer and a better steward of financial resources.

 

The Software Development Senior Manager will support and supervise a group of developers that manage both back-end and front-end enterprise software applications- primarily Oracle PeopleSoft, as well as other web technologies. The Software Development Senior Manager will also work in partnership with the Financial and HCM Team Sr. Managers to prioritize and manage technical projects and to ensure cross-functional collaboration and smooth delivery of software solutions..

 

PeopleSoft has a number of development tools and automated testing frameworks. An experienced and passionate senior manager will enable this team to deliver software capabilities needed to achieve business outcomes with predictability along with high quality, security and privacy. 

Responsibilities:

  • Manage a team of software developers and security administrators to ensure timely delivery of software projects.
  • Collaborate with cross-functional teams, including product management, quality assurance, and design, to ensure seamless delivery of products.
  • Develop and maintain project plans, schedules, and budgets, and communicate project status to senior management.
  • Coach and mentor team members, and provide ongoing feedback and performance evaluations.
  • Identify and pursue process improvement opportunities in order to drive throughput, estimation accuracy and clear communication.
  • Influence product roadmap decisions by assessing feasibility, effort, and architecture fit.
  • Promote a culture of collaboration, continuous learning, and innovation within the software development team.
  • Ensure that software development projects follow established development methodologies and best practices.
  • Participate in the development and maintenance of technical documentation, including project plans, technical requirements, and design documents.
  • Provide technical leadership and guidance to team members on software design and development issues.
  • Develop and maintain strong relationships with external partners and vendors, as necessary.
  • Stay up-to-date with emerging trends and technologies in software development and ensure that the team is adopting best practices.
  • Manages and supervises a team of 15 employees.

Minimum Entrance Qualifications:

  • At least 5 years of experience in software development.
  • At least 2 years managing and leading software development teams, with a track record of successful project delivery.
  • Bachelor's degree in Computer Science, Software Engineering, or a related field.
  • Demonstrated communication, interpersonal, and leadership skills.
  • Demonstrated analytical and problem-solving skills.
  • Experience implementing development methodologies and best practices. Experience introducing and sustaining Agile is highly desirable.
  • Experience with project management tools such as JIRA, Asana, or Trello.

 

Preferred Qualifications:

  • Experience managing in a union environment.
  • Knowledge of programming languages such as Java, Python, or C++.
  • Familiarity with software development tools such as Git, Jenkins, or TravisCI.
  • Knowledge of PeopleSoft development tools such as PeopleCode, App Engine, SQL, SQR, BI Publisher, nVision.
  • Understanding of cloud-based platforms such as AWS or Google Cloud Platform.
