Overview:

The Senior Director of Finance & Adminsitration in Age Strong oversees the strategic, administrative and financial needs of the Commission, including the financial management, annual budgets planning process, contracts and grants management, compliance and reporting, and general administration. This position serves in a core leadership role within Age Strong and supports the building and advancing of inclusive management and internal operations systems.

Finance:

  • Oversee and implement all aspects of a well-managed and equitable financial planning and implementation process for Age Strong including strategic budgeting, accounting, procurement, compliance and regulatory reporting.
  • Manage the development and preparation of the Department's annual operating and grant budgets and spending plan, including requests for new investments, budget modifications/transfers, etc.
  • Manage the general accounting functions of a variety of funding, including, but not limited to, operating and grant funds. 
  • Oversee fiscal management of all RFPs and all operating and grant funds.
  • Maintain financial data for all programs and services within Age Strong.
  • Prepare the department's annual asset management report.
  • Establish and implement short and long-range budget goals and objectives; monitor and evaluate effectiveness.  
  • Review accounting activities for Age Strong to ensure that standard levels of internal controls and audit procedures are applied.
  • Oversee Age Strong’s procurement and payment systems and all PeopleSoft BAIS FN operations
  • Develop processes and oversee staff to ensure that contract and grant expenditure billings are maximized and aligned with grant outcomes and program budgets. Assure compliant collection and submission of financial reporting materials for government, corporate, and foundation grants.


Administration:

  • Oversee and manage the HR and Labor functions for Age Strong.  
  • Lead all personnel, employee relations functions for Age Strong.  Oversee all professional development/training initiatives.  Ensure compliance with all deadlines.
  • Oversee all office workspace needs and ensure that staff have the necessary physical and virtual infrastructure to fully perform the functions of their roles.
  • Oversee Age Strong’s payroll and all PeopleSoft BAIS HCM operations
  • Oversee Age Strong’s front desk.


Other:

 

  • Serve as the departmental lead for Finance and Administration related work.
  • Work with the leadership team to promote Age Strong’s strategic vision including fostering and cultivating stakeholder relationships on city, state, and national levels.
  • Develop key performance indicators within specified areas of focus and further develop metrics to measure progress, accountability and efficiency in all program areas.  
  • Provide policy and management direction to staff.
  • Manage staff in specified functional areas of focus, establish goals and objectives, and provide day-to-day direction that is in line with Age Strong’s vision to ensure accountability and efficiency.
  • Manage staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; and making hiring, termination, and disciplinary recommendations.
  • May direct Age Strong during the absence of the Commissioner, as required.
  • Represent Age Strong at governmental agencies, funding agencies, national organizations, and the general public; represent the Commissioner at various meetings.
  • Develop and promote a collaborative and high-functioning team environment. 
  • Flexible schedule as some nights and weekends are required.
  • Assist with Age Strong Commission events, as needed.
  • Perform other duties as required.

Minimum Entrance Qualifications:

  • Minimum six (6) years of demonstrated experience in financial and operations management with proven success in budget development, grant management, and strategic fiscal planning.  At least two (2) of those years must be in a supervisory capacity.
  • Bachelor’s degree in Finance, Business Administration, or other related field required. Master’s in Business Administration, Finance or related degree preferred.
  • Experience preparing and managing budgets with multiple funding sources preferred.  Experience working with federal and state funding preferred. In-depth knowledge of federal and state regulations preferred.
  • ​​Familiarity with local government operations and processes is strongly preferred.
  • Established knowledge of best practices in organizational management including human resources management and financial and administrative systems.
  • Established understanding of contracts management and compliance preferred.
  • Ability to plan, prioritize and delegate tasks, and to engage staff members to accomplish assigned work objectives; problem-solve, build consensus, resolve conflict, and cultivate successful teams.
  • Experience developing workflows, standard operating procedures, process management, and systems development for tracking and monitoring. 
  • Ability to maintain records and work with confidential and sensitive information according to departmental procedures.
  • Well-organized, strong time management and problem solving skills.
  • Ability to coordinate multiple projects and think strategically.
  • Ability to work independently; to show flexibility, and adapt to changing priorities.
  • Strong writing skills with preferable experience writing memos, policy briefs, and reports.
  • Excellent communication and interpersonal skills.
  • Ability to build and maintain relationships with internal City departments, government agencies, social service agencies, community organizations, and older adults highly preferred. 
  • Experience and comfort working with diverse communities, delivering services to a multiracial, multigenerational, multicultural, and multilingual population. 
  • Proficiency in using Microsoft Office and Google Suite required.  Knowledge of software such as PeopleSoft, Inc applications preferred.
  • Travel throughout Boston may be required in support of the position’s responsibilities.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Compliance to documented policies and procedures.
