Overview:

Under the general direction of the Chief, Bureau of Administration and Technology, the Director of Human Resources is responsible for all HR functions within the Department, covering 3,000 employees governed by 11 collective bargaining agreements.

Job responsibilities include:

  • Oversees staff of approximately 20 employees in various Units:  Attendance Management, Occupational Health Services, Records Management, Employment Services, and Personnel Processing.
  • Supports all levels of management by providing human resources advice, counsel, and decisions.
  • Mediates departmental personnel matters.
  • Responsible for all personnel transactions department-wide.
  • Works closely with the Department's Office of the Legal Advisor and Office of Labor Relations in the creation, modification and enforcement of rules, regulations, policies and procedures. 
  • Responsible for oversight of the recruitment, processing, screening and hiring of police officers and civilians in accordance with Massachusetts General Law, Chapter 31.
  • Serves as the Project Manager for the promotional testing process for the ranks of Captain, Lieutenant and Sergeant, under the various provisions of Massachusetts General Law, Chapter 31.
  • Serves as the Project Manager for the testing process for the position of Boston Police Detective under the provisions of the relevant collective bargaining agreements.
  • Serves as the Project Manager for the Boston Police Cadet Program process.
  • Enforces compliance with applicable federal, state and local laws.
  • Manages and enforces various policies such as the Department's harassment policy and the City's residency policy.
  • Manages various leaves including Family & Medical Leave Act, Small Necessities Leave Act, medical and personal leaves. 
  • Collaborates with the Internal Affairs Division and Office of the Legal Advisor on disciplinary matters.
  • Testifies in forums including the Civil Service Commission, MCAD and union grievances/arbitrations and promotional testing litigation.
  • Responsible for the Human Resources Division's multi-million dollar annual budget.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least ten (10) years of paid professional experience in Human Resources Management, of which five (5) years must have been in positions with supervisory or managerial responsibility. 
  • A Bachelor's degree is required.  It is strongly preferred that applicants have a minimum of a Master's degree in Human Resources or a related field.
  • Strong leadership, project management and communication skills are required, preferably in a law enforcement environment.
  • Demonstrated ability to mediate personnel matters within a heavily unionized environment. 
  • Broad knowledge of employment laws and regulations.
  • Proficiency in PeopleSoft is required. 
  • Demonstrated ability to lead and develop Human Resource staff members.
  • Ability to exercise good judgment and focus on detail as required by the job.
