Overview:

The Chief Engineering Officer is a senior leader in the Department of Innovation and Technology in the City of Boston, reporting directly to the Chief Information Officer.The Department of Innovation and Technology provides and maintains mission-critical technologies for the City’s more than 18,000 employees and the hundreds of thousands of constituents they serve. With approximately 150 employees and an annual budget of approximately $50M, DoIT delivers an effective foundation of technology that serves more than 40 departments and millions of direct constituent interactions. 

The Chief Engineering Officer oversees the software engineering practice of the City: establishing standards and policies for the development and procurement of software - identifying what when should software be developed or procured, technology standards that determine interoperability of systems, improving technology development practices and implementing methodologies that improve the quality and security of software and infrastructure. The ideal candidate will have familiarity implementing DevOps, continuous integration environments, data engineering, automated testing. The candidate will also have extensive knowledge of architectural patterns. The Chief Engineering Officer will work closely with technology groups across the City to support the implementation of standards, policies, and best practices. The Chief Engineering Officer will manage highly technical and skilled individuals and contractors that will benefit from learning best practices. The right candidate will bring an entrepreneurial attitude, along with the right combination of grit and patience to drive meaningful change in a large organization full of caring public servants. 

Responsibilities:

 

  • Reviewing architectural decisions, and technical information to determine the appropriate design and integration of technology solutions in the City. 
  • Support highly technical tasks during the development or implementation of technical solutions, identifying and managing technical resources and on occasion performing complex technical tasks. 
  • Managing an engineering and design practices that are scalable, reliable, and secure
  • Leading a collaborative governance approach to set technical policies and standards that enable both agility and resilience across the City of Boston 
  • Supports a systems architecture approach that leverages modern platforms and supports the transition from legacy systems. 

Background and Skills 

  • Proficiency in cloud, data, or software engineering preferably in organizations that manage legacy and modern systems. 
  • Proficiency designing and implementing complex technology projects. 
  • Management skills to train and develop highly technical staff members fostering 
  • Strong preference for someone who can understand and articulate the financial trade-off and the total cost of ownership of different technology solutions.
  • A strong foundation in project management, and or delivery, preferably with experience using and implementing Agile methodologies, DevSecOps. 
  • Proficiency in design patterns for software and infrastructure, software development including test based development, security best practices in software development and procurement, etc. 
  • Experience working in a large or midsize organization. Experience in the public sector and/or unionized environments is desirable. 
  • A proven track record at building effective and enduring partnerships
  • Excellent oral and written communication skills, including the ability to explain technical concepts and technologies to business leaders, as well as business concepts to technologists 
  • An ideal candidate will possess a track record of results in:
    • Successful technology implementation
    • Digitization of legacy business processes
    • Project management
    • Vendor selection and management
    • Building a skilled, diverse workforce
    • Ability to effectively drive people, process and technology change in a dynamic and complex operating environment 

Minimum Entrance Qualifications:

  • Bachelor's degree required, Master’s Degree preferred in related fields (such as Engineering, Computer science, or Business Administration).  
  • A Bachelor's degree and experience in plus coursework or relevant experience in software development and cloud is required. 
  • At least 6-10 years experience working in a technical field: such as mathematics, computer, science, engineering.
  • At least 6-10 years of experience working  in progressive technical roles as software or cloud engineer, senior engineer, and engineering manager.
