Overview:

Brief Job Description (essential functions of the job):

 

Under the general direction of the Commissioner of the Inspectional Services Department, responsible for the administration and supervision of the unit which administers the building permit application process for the City of Boston. 

Responsibilities:

  • This includes managing the process of review of applications and plans as required by applicable building, environmental, and land use regulations, including the State of Massachusetts Building Code, City of Boston Zoning Code, and related laws, ordinances, and regulations.
  • Supervise administrative activities of issuing permits and microfilm plans, storing and retrieving documents, and disseminating information to the public.
  • Supervises the Plans and Zoning division staff. 
  • Coordinates reviews, plans, and implements City policies and directives implicating the permitting process. 
  • Plans and develops operating procedures. 
  • Direct the administrative customer service activities associated with the timely review of building applications and plans. 
  • Responsible for managing the division within budgetary goals and projections.
  • Serve as Divisional representative in collective bargaining.
  • Assists and provides input in the formulation of management's proposals. 
  • Consults with the Boston Redevelopment Authority (BRA) relative to the administration of the City of Boston Zoning Code.
  • Assists in formulating policy in application of building regulations and interpretation of building proposals. 
  • Advises Commissioner and Plans and Zoning staff on interpretations and applicability of  building regulations to building proposals. 
  • Prepares periodic Division reports and statistics for submission to management. 
  • Recommends new procedures and interprets departmental policies and regulations.
  • Conducts periodic staff meetings to ascertain progress and disseminate information. 
  • Counsels, develops, disciplines, and trains employees of the Plans and Zoning Division. 
  • Performs other related functions and projects and requested. 
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Applicant must have at least three (3)  years of full-time, or equivalent part-time, experience in the application of building regulations and the Boston Zoning Code to building proposals. 
  • A bachelor's degree is strongly preferred and may be substituted for two (2) years of the required experience.  Appropriate educational substitution may be made. 
  • Familiarity with land use and zoning laws required as well as familiarity with plan examination process. 
  • Proven organizations and customer service skills required as well as excellent oral and written communications skills.
  • Ability to exercise good judgment and focus on detail as required by the job.

 

BOSTON RESIDENCY REQUIRED.
