Overview:

Brief Job Description (essential functions of the job):

Under the general supervision, independently performs various financial and accounting functions, including general ledger account reconciliation and analysis; and supervising employee of a lesser grade.

Responsibilities:

  • Participates in the monthly and annual reporting duties including preparation and analysis of monthly budgetary financial statements and preparation of the City’s comprehensive annual financial report based on generally accepted account principles (GAAP).
  • Prepares financial reporting required by the Commonwealth and other agencies, including third-party requests for information.
  • Interprets and ensures adherence to all approved rules and regulations.
  • Develops and documents business procedures, including procedures related to Asset Management.
  • Executes day-to-day transactions, including processing transfers; reconciling accounts; preparing accounting entries.
  • Assists in the planning, developing, and executing of city-wide training and employee development for accounting functions.
  • Participates in organizing, testing and implementing financial system modifications and upgrades.
  • Performs other related duties as assigned.

Minimum Entrance Qualifications:

  • A minimum of four (4) years of full time or equivalent part time, accounting and financial reporting experience, preferably in municipal government.
  • An undergraduate degree from a recognized school with a major in accounting or business administration or equivalent is preferred and may be substituted for two (2) years of the required experience.
  • A graduate degree from a recognized school in the listed fields may be substituted for three (3) years of the required experience. Appropriate education substitutions may be made.
  • Knowledge and experience with accounting principles established by the Government Accounting Standards Board (GASB).
  • Experience with Microsoft Office Outlook, Word, Excel, Access and PowerPoint.
