Overview:

Under the supervision of the Staff Director, the Budget Analyst will perform technical work and analysis to support the City Council’s annual budget review and other projects throughout the year.

Responsibilities:

  • Assist the Director of Legislative Budget Analysis in evaluating the financial and operational performance of City departments and programs, working closely with the Committee on Ways and Means, and supporting 13 City Councilors during the Council’s annual budget review.
  • Provide analysis and data visualization of proposed and approved operating and capital budgets and amendments.
  • Create and maintain easy-to-understand visual representations of data and modeling of financial information.
  • Manage and develop data and relevant key performance indicators (KPIs).
  • Track the progress of approved Capital projects and legislative priorities from past fiscal year budgets.
  • Prepare regular reports, including post-audit analysis of departmental budgets and program performance, historical trends, external funds, and Council budget priorities throughout the year.
  • Assist with special projects and perform other duties as assigned by the Director of Legislative Budget Analysis or Staff Director.

Minimum Entrance Qualifications:

  • Applicants must have at least four (4) years of full-time, or equivalent part-time, experience in budgeting, accounting, financial reporting, or data analysis.
  • Bachelor's Degree in a related field may be substituted for two (2) years of the required experience.
  • Ability to prepare and analyze budgetary and financial matters; analyze systems and procedures; define or identify management problems and recommend solutions; prepare clear and concise statistical and evaluation research reports.
  • Knowledge of methods and techniques of program evaluation and government fiscal management and budgeting preferred.
  • Proficiency in Microsoft applications and Google Suite.
  • Intermediate level of understanding of Excel or equivalent required.
  • Prior experience with Access or other database management systems preferred.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Bilingual, a plus.

Boston residency is required upon hire.

 

Terms:

Union/SalaryPlan/Grade: Non-Union

Salary Range: $75,000-95,000, commensurate with experience and years of service

Hours per week: 35
