Brief Job Description (Essential functions of the job)

 

The Senior Procurement Analyst is responsible for the scoping, procurement and analysis of technology solutions which aid business improvement across the City on a repetitive and an adhoc basis.  In conjunction with Director of Finance and Budget, acts as a liaison between Streets Cabinet and other Departments in assessing business needs and advising on procurement process to increase efficiency and improve service delivery.

Responsibilities:

  • Ensures that business cases for department operations contract projects contain complete financial information, including quantification of development, implementation and ongoing operational costs and benefits including magnitude and method of realization.
  • Uses the City's Project Management tools to construct and maintain various project portfolios to support recommendations and decision-making by the Director of Finance and Budget.
  • Provides advice to the Director of Finance and Budget and other Departmental leadership on emerging trends and best practices in procurement.
  • Assists in the management of third party service provider contracts to ensure that the City optimizes and leverages its contracts for the benefit of all Cabinet departments.
  • Assists in the drafting and issuance of procurement packages, including Request for Proposals (RFPs).
  • Collaborates with internal stakeholders to gather and document requirements.
  • Facilitates vendor outreach utilizing tools such as the City’s Supplier Portal.
  • Enters various financial transactions including but not limited to requisitions, purchase orders, receipts, invoices, bids, and contracts.
  • Analyzes data from the City’s financial system to implement improvements to the Cabinet’s budget procurement process.
  • Performs other related duties as required.

 

Required to work any emergency as directed by the Chief of Streets or designee.

Minimum Entrance Qualifications:

  • Applicant must possess at least three (3) years of full time, or equivalent part time, professional experience in a financial planning and analysis position, preferably with an emphasis on procurement. A bachelor's degree in business, finance or a related field is preferred and can be substituted for two (2) years of experience.
  • Ability to work independently with little direct oversight.
  • The candidate needs to be a quick learner with the ability to manage multiple initiatives simultaneously.
  • Applicant must have strong communication skills and have demonstrated an ability to work effectively in a team environment.
  • Strong understanding of business drivers in a procurement environment.
  • Strong written and oral communication skills.
  • Experience in the public sector is highly desired. Knowledge and experience in project portfolio management is a plus.
  • Ability to exercise good judgment and focus on detail as required by the job.

 

BOSTON RESIDENCY REQUIRED.
