The Department of Innovation and Technology is looking for a Performance Manager to join our growing Citywide Analytics Team.

Brief Job Description:

As part of a highly-collaborative group using data to improve all aspects of city government, the Performance Manager will build and maintain a diverse portfolio of performance improvement projects, coordinate citywide reporting tools & processes, and support the implementation of the City’s overarching performance management strategies. Successful candidates will be able to work closely with city leaders and develop tools and best practices that can be implemented across the organization.

The Citywide Analytics team is a diverse group of analysts, data scientists, project managers, developers, and engineers with a range of skills and backgrounds, working together to use data to improve life for those who live and work in Boston. The Performance Manager will fulfill the responsibilities listed below and bring a collaborative spirit that will strengthen and expand the team’s overall range of abilities.

Process Improvement:

• Plans, implements, and maintains process improvement projects in support of partners throughout city government.
• Manages and supports process improvement projects led by members of the Citywide Analytics Team and Budget Office.
• Provides expert guidance and assistance in training, mentoring, and hands-on support to members of the Citywide Analytics Team.
• Develops in-depth understanding of the workflows, challenges, and stakeholders of specific City departments and programs in order to successfully execute existing projects and identify future improvement opportunities.
• Manages data, perform analyses, and develop visualizations as required to facilitate both internal and external projects.
• Collaborates with technical staff on projects requiring specialized skills outside of the Performance Manager’s own areas of expertise.
  
  

Coordinated Reporting:

• Manages and maintains CityScore and related products.
• Coordinates the Office of Budget Management’s performance responsibilities, which include: annual collection and review of departmental performance measures. development of performance targets, monthly and quarterly reporting of performance information, and identifying, leading, and supporting performance improvement projects.
• Identifies and develops opportunities to strategically tie performance measurement to resource expenditures and allocation through the city’s budget process.

Additional responsibilities include:

• Supports the Director of Performance Management in the development and implementation of citywide performance management strategies.
• Participates in the hiring and recruitment of Analytics Team members as requested by the Chief Data Officer.
• Coordinates collaborations with academic and non-profit partners related to policy analyses, impact evaluations, and process improvements related to city programs.
• Perform additional duties as assigned by the Director of Performance Management, Chief Data Officer, and Mayor’s Office.

• At least four (4) years of full-time, or equivalent part-time, experience working on process improvement and/or using data to drive decision-making in a business, government, or nonprofit setting.
• A bachelor's degree in economics, social science, mathematics, public policy, business, or a related field is preferred and may be substituted for up to two (2) years of the required experience (master's degree highly preferred).
• Knowledge of performance management practices such as Lean or Six Sigma.
• Experience planning and executing collaborative projects from start to finish under time and resource constraints.
• Experience using Tableau or other similar data visualization platforms.
• Proficiency in statistical data analysis and visualization using Python, R, Stata, or similar tools.
• Strong analytical, problem solving, and communication skills, including mapping of specific business needs to appropriate solutions, in a data-focused context.
• Demonstrated success in learning new skills as needed to succeed in a fast-paced environment.
• Talent for explaining complex subject matter to both technical and non-technical audiences.
• Experience in the public sector (especially in local government) is highly desirable.
• Ability to exercise good judgement and focus on detail as required by the job.
