Brief job description (essential functions of the job): 

Under general direction of the Director of Finance & Procurement, the Finance and Contract Manager provides oversight, management and analysis of the department’s contracts.

• Supervises the Contract and Finance Unit and oversees the day-to-day functions including drafting contract specifications, invitation for bids, request for proposals and qualifications, written quotes (service orders) and publicly advertised contracts, public bid openings, final bid review and documentation and process contracts/amendments in compliance with City and Massachusetts procedures, guidelines and regulations.
• Serves as a liaison on contract matters to other City financial agencies and departments including Budget, Purchasing, Audit and Legal.
• Manages vendor and affiliated business relations for the Department including customer service requests and issues.
• Works closely with the Finance Director on the monthly and annual Operating and Capital budgeting processes of the department. Reviews procurements and expenditures against all sources of funding, including Operating, Capital, grants, trust funds and external sources. Produces and reviews financial reports, produces statistical analysis and researches as necessary related to the department contracts.
• Works closely with the Department Area Superintendents, Project Managers, Finance staff and various staff to measure contract performance and ensure departmental and statutory compliance of all contracts.
• Knowledge of City and Massachusetts Procurement guidelines, statutes and related technologies in order to provide direction to Park’s employees on procurement procedures.
• Responsible for compliance with Massachusetts Record Retention Law and City guidelines including the administrative compliance of Prevailing and Living Wage Law including coordination with the Boston Resident Jobs Policy Office related to department contracts.
• Performs related work as required.

• Applicant must have five (5) years’ experience in administration, finance and/or contract management in a large-scale commercial or government operation.
• Bachelor’s degree in business administration, public administration or a relevant field of study may be substituted for two years (2) of the required experience.  
• The successful candidate must have proven and successful experience in most or all of the following areas: budget management and projection, public sector procurement/purchasing, contract management, accounts payable, accounts receivable, financial analysis and reporting, business analysis and vendor relations.
• Ability to work effectively in a multi-cultural, multi-ethnic work environment.
• Massachusetts Certified Public Purchasing Official designation is required within one (1) year of hire.
• Ability to exercise good judgement and focus on detail as required by the job. 

Preferences:

• Knowledge of budget preparations and procedures including budget and accounting software (Peoplesoft and Microsoft Word/Excel/Access).
• Proven technical writing experience in particular preparing public bid documents for building (c149), public works (c.30s39M), revenue, goods and services (c.7C and c30Bs4-6) contracts.
