Brief Job Description (essential functions of the job):


Under general supervision, independently perform complex and varied professional accounting, auditing, and financial analysis work related to accounts, financial activities, and business processes throughout the City. Work requires the application of accounting theories, generally accepted accounting principles (GAAP), and standards (Government Accounting Standards Board, GASB), and use of the City’s automated financial systems to research, analyze, and report on accounts and financial activities citywide and for all City agencies.

Responsibilities:

  • Ensures the accuracy of financial transactions to the General Ledger for financial reporting purposes.
  • Maintains the integrity and accuracy of data for the Comprehensive Annual Financial Report. Analyzes a variety of financial transactions, accounting information, and business processes related to city departments. Ensures transactions and charges are compliant with city procedures, rules, and regulations and generally accepted accounting principles.
  • Assists in coordinating and preparing data and information for the timely and accurate completion of report requirements, such as Official Statements, Basic Finance Statements, Comprehensive Annual Financial Report, Management letter, GFOA comments, MSBA Audits, reports required by the Commonwealth, third party requests for information and other similar items.
  • Monitors, researches and analyzes all accounts of the computerized general ledger and subsidiary ledger accounting systems for all types of municipal funds. Reconciles various monthly accounts to the City’s balance sheet account.
  • Prepares and executes general ledger entries, adjustments, and other transactions.
  • Focuses on assigned topics or areas throughout the year related to the City’s financial and accounting recordkeeping and reporting, such as actuarial studies, debt management, asset management, or similar items.
  • Assists with, coordinates, or executes assigned special projects.
  • Performs analysis of financial controls and business processes for revenue, expenditure, and payroll functions.
  • Performs cost-benefit and other types of financial analysis of specific business functions or activities.
  • Manages data and transactions related to the City’s debt.
  • Participates in the planning, organizing, testing, and implementation of financial systems upgrades and modifications.
  • Trains, oversees or guides the work of other department staff.
  • Assists in the planning, developing and executing of citywide training and employee development for accounting functions.
  • Performs related work as required.

Minimum Entrance Qualifications:

 

  • At least four (4) years of full-time or equivalent part-time, accounting and financial reporting experience, preferably in municipal government. Supervisory experience preferred.
  • Knowledge of the application of statutory accounting, accounting principles established by the Government Accounting Standards Board (GASB) and of generally accepted accounting principles (GAAP) and standards.
  • An undergraduate degree in business, accounting, finance, or a related field, may be substituted for two (2) years of the required experience. A master’s degree in the above listed fields may be substituted for three (3) years of the required experience.
  • Familiarity with the City’s budget and accounting policies and practices preferred.
  • Experience in using Microsoft Word, Excel, Access and Powerpoint.
  • Experience with Oracle/PeopleSoft Financial applications preferred.
  • Ability to exercise good judgment and focus on detail as required by the job.

 

BOSTON RESIDENCY REQUIRED.
