Brief Job Description (essential functions of the position):

 

The Law Department is seeking a dynamic Principal Legal Assistant/Contracts Manager, who will successfully manage all city-wide and the Law Department's contracts.

 
 

Responsibilities:

Citywide Contracts Management:

  • Administers all City of Boston contracts through the Law This involves logging each contract in the Time Matters database and tracking it through the approval process within the department.
  • Reviews all contracts for accuracy, completeness, and compliance with City procurement rules and regulations prior to submission to the Corporation Counsel for approval.
  • Provides support and works closely with attorneys regarding all contract issues.
  • Assists contract managers throughout the city with various contract issues.
  • Reviews eProcurement contracts.

 

Law Department Contracts.

  • Responsible for preparing, overseeing, and executing all professional service contracts awarded by the Law Department including outside counsel services and expert witness This includes preparing contract documents and vendor payments and managing the contract budget.
  • Works Collaboratively with the Office Manager to monitor the Law department’s contracts budget and recommend adjustments by reviewing the contract budget expense, OPOL listings, budget status reports, open requisition listing, and expenditures reports; planning the contract budget for the fiscal year-end.
  • Provides Contract Performance Data as part of the City’s performance management program,
  • Responds and Supplies documentation to support Public Records Requests under the Massachusetts Public Records Law (M. G. L. Chapter 66, Section 10).
  • Performs related work as required

Minimum Entrance Qualifications:

  • At least four (4) years of full-time, or equivalent part-time experience in public or business administration. A bachelor's degree may be substituted for two (2) years of the required experience
  • Ability to exercise good judgment and focus on detail as required by the job
  • Good writing and Communication skills
  • Ability to establish and maintain effective working relationships
  • Knowledge of Time Matters, B.A.I.S Financial system, City of Boston Procurement Laws and regulations, including Chapter 30B preferred
  • Experience with Oracle/PeopleSoft preferred
  • Experience with Google Suite
  • Boston Residency Required
