Overview:

Brief Job Description (essential functions of the job):

 

Supports the policy and research efforts of the Office of Human Services (HS) by gaining an understanding of the spectrum of human services policy issues. Provides leadership and direction for Human Services policy campaigns, forums and staff endeavors. Supports the growth and development of the policy efforts of the six (6) Human Services Departments and their respective divisions.

 

Duties are performed under the general direction of the Cabinet Chief, reporting directly to the Deputy Chief. 

Responsibilities:

  • Helps establish and craft policy and related talking points, informational briefs, and memos for the Cabinet. 
  • Provides recommendations, guidance and ideas on human services policy related projects to better serve Boston residents and vulnerable populations, assisting in all aspects of the projects as necessary. 
  • Assists Human Servives Departments in policy development and research, including managing the implementation of policy initiatives. 
  • Works closely with the Intergovernmental Relations.
  • Serves as liaison to Policy Directors in other departments and to the Mayor’s Chief of Policy.
  • Stays abreast of all federal and state policy developments related to Human Services.
  • Provides input on fact sheets, reports, memos, and all correspondence to the Mayor and others.
  • Supports all Office of Human Services initiatives and priorities through legislative and administrative tracks; prepares testimony for administrative and legislative venues, and when requested delivers said testimony.
  • Meets regularly with the Cabinet Chief and/or Deputy Chief to brief, discuss, and assess projects; participates in all Human Services staff meetings as required and requested.
  • Participates and contributes in all Human Services Cabinet meetings as required and requested by supervisors.
  • Staffs the Cabinet Chief at meetings, providing notes and ensuring follow-up as needed.
  • Serves as a delegate for the Mayor and the Chief in meetings, bodies, and events, as requested.
  • Contributes to team effort by accomplishing related results to reach the mission of the Office.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • A minimum of three (3) years of experience in public policy development and advocacy.
  • Preferred degree in Law, Public Policy or a related field.
  • Substantive knowledge of policy area(s) addressed in Human Services.
  • Research capabilities, analysis and utilization of data in the social sciences are desirable.
  • Proficiency in utilizing technology for research and communication.
  • Highly organized with excellent written and oral communication skills.
  • A proven ability to work collaboratively as a colleague and team builder.
  • Demonstrated capabilities to work successfully within coalitions.
  • Innovative thinking with a results-focused work ethic.
  • Excellent interpersonal skills, motivation, commitment, and passion, integrity, credibility, and commitment to the mission of the City of Boston.
  • Bilingual preferred (Spanish, Haitian Creole, Cape Verdean Creole, Chinese and Vietnamese).
  • Ability to exercise good judgement and focus on detail as required by the job.

BOSTON RESIDENCY REQUIRED 

 

Terms:

Union/Salary Plan/Grade: Non-Union/Pay Range:$70,000-$82,000 anually/exempt  

Hours Per Week: 35
