This is a grant funded position, funded through the American Rescue Plan Act (ARPA) expected to last through December 31, 2026 or when funds are depleted. The position may be extended based on operational need if alternative funding is identified.


The mission of the Mayor's Office of Housing (MOH) is to make Boston a more equitable and inclusive city where all residents can thrive. MOH oversees programs that create and preserve affordable housing, support homeowners and renters, provide housing and services to homeless individuals and families, and develop city-owned property. The Mayor's Office of Housing seeks to carry out its mission through a lens of promoting diversity, equity and inclusion and addressing the effects of systemic racism in our city.

Within MOH, the Neighborhood Housing Development (NHD) Division’s team of development officers, architects, and construction specialists are focused on housing and community development efforts that build strong neighborhoods and thriving communities. The Division oversees City investments in affordable housing for rental, homeownership, and cooperative preservation and new construction.  The City of Boston’s Permanent Support Housing Initiative is a strategy to rapidly develop permanent supportive housing to respond to the significant need for housing solutions for unhoused individuals, especially those suffering from substance abuse disorder.

Brief Job Description:


MOH is seeking a Program Lead to manage the Permanent Supportive Housing Initiative and to help further the City’s housing acquisitions activities. This is a grant-funded position that will work under the direction of the Deputy Director or his/her designee. Taking advantage of $20 million in new housing resources for supportive housing and the $26 million in new resources for acquisitions through the American Rescue Plan Act (ARPA), the Program Lead will be tasked with overseeing the funding and development of permanent supportive housing projects in the City of Boston.



  • Manages the Permanent Supportive Housing Initiative, including cultivating developer interest, reviewing development proposals, technical assistance for project teams, identification of properties and land for development.
  • Assists with Acquisition Opportunity Program, including tracking real estate market, identification of properties and land for development, financial modeling and project underwriting.
  • Sets timelines to meet programmatic and federal funding source guidelines to ensure project deadlines are met and key project milestones are completed on time and within budget.
  • Prepares, coordinates and manages requests for proposals, if required, and funding commitments in connection with the permanent supportive housing initiative or acquisition opportunity program.
  • Performs developer selection and negotiation and budget review to ensure compliance with program, project and funding requirements, as well as policy standards.
  • Ensures staff coordination on project teams, with other divisions and other city agencies, as needed.
  • Manages negotiation and coordination among multiple public and private agencies.
  • Performs other related duties as required by the position.

Minimum Entrance Qualifications:

  • At least four (4) years of increasing responsibility working in housing or real estate development or finance, including two years in a program management or project management capacity.
  • Bachelor’s Degree required. 
  • Appropriate educational substitutions may be made.
  • Proven track record of project management and organizational skills. Applicants must demonstrate a successful ability to execute complex projects against a timeline and budget.
  • Familiarity for permanent supportive housing models as a means to end homelessness, including mastery of financial modeling to correspond with supportive services.
  • Experience in real estate acquisitions preferred.
  • Working knowledge of federal and state regulations for housing and community development programs and resources.
  • Working knowledge of real estate development and management, financing, housing construction, public disposition regulations, and mortgage financing.
  • Knowledge of Computer Skills including Google and Microsoft Office Suites with strong database management.
  • Familiarity with Boston neighborhoods and history, housing and community development issues, public housing subsidy programs, and city government strongly preferred.
  • Excellent organizational, writing, negotiation, speaking, supervisory and interpersonal skills preferred.
  • Ability to exercise good judgment and focus on detail as required by the job.
