Brief Job Description:

 

The Treasury Department is seeking a Deputy Treasurer (Second Assistant Collector Treasurer), who will report directly to the First Assistant Collector Treasurer and will play a key role in the development of the Department’s strategy and priorities.  The ideal candidate will possess excellent supervisory, management and communication skills.   The Deputy Treasurer is responsible for the management and supervision of the Treasury Department and its divisions. The successful candidate must be ready to represent the Treasury Department in City Council hearings, interdepartmental meetings and external meetings. They also must be able to stand in for the First Assistance Collector Treasurer as needed. The Treasury Department is seeking to fill this position as soon as possible, and this position is designed to be in-person, and adheres to the City’s related policies.

 

Responsibilities:

  • Responsible for supervisory, administrative, and technical work in assisting the First Assistant Collector Treasurer with all duties of the office including the receipt, disbursement, banking and investment of city funds and the borrowing of money; all taxes, adjustments and other related work, as required.
  • Works collaboratively with the First Assistant Collector Treasurer and division managers to evaluate and identify changes to the department’s priorities, processes, organization, and systems.  
  • Assists the First Assistant Collector Treasurer with budget processes, bond preparations (typically happen annually), produces, proofs, and analyze reports, as needed; gather data for year‐end, official statement; drafts and implements office standard operating procedures; and perform special analyses, at the request of the First Assistant Collector Treasurer.
  • Conducts research and stay up to date with trends in municipal financial structures and prevailing or best accounting practices. Evaluate and recommend business process changes and application modifications or enhancements.  
  • Participates in and represent the First Assistant Collector Treasurer on a variety of committees, working teams, task forces, and other groups as appropriate.
  • Oversees and participates in the accurate and timely filing of financial reports and returns to the Internal Revenue Service, Massachusetts Department of Revenue, and the Massachusetts Division of Local Services.
  • Supervises all program requirements of the 403(b) plan. Review and authorize documents while ensuring compliance with federal requirements.
  • Assists in managing daily cash flow processes; forecasting and analysis.
  • Authorizes procurement and purchasing activities, such as drafts of requests for qualifications and requests for proposals for department services.  Ensuring compliance with city regulations and standards.
  • Assists with the analysis of account balances, banking statements and procedures.
  • Aid in the completion of the Annual Compliance Information Statement with Digital Assurance Certification (DAC) and Electronic Municipal Market Access (EMMA).
  • Maintains knowledge of organizational procedures, federal and state regulations, and accounting standards.
  • Performs other related duties as assigned.

 

Minimum Entrance Qualifications:

  • Six (6) years full-time, or equivalent part-time, professional experience, of which four (4) years must have been in a supervisory capacity. Supervisory experience may not be substituted. Supervisory roles which managed union members are considered a plus. 
  • A master’s degree from an accredited college or university with specialization in accounting, finance, business administration or related field is required, and may be substituted for two (2) years of the required experience.   
  • Experience in work where the major duties included financial analysis, auditing, investment, or accounting.
  • Demonstrated ability to communicate effectively orally and in writing with a diverse range of people. 
  • Exhibit ability to establish and maintain effective working relationships with subordinates, peers, superiors, and public and private representatives.
  • Display ability to work with limited direct supervision and perform assigned duties in an accurate, timely and professional manner 
  • Ability to interpret, collect, organize, and compare financial data from a variety of sources for accuracy and completeness.
  • Organize large volumes of detailed data and information, while maintaining accuracy and detecting any errors.
  • Supervise, lead, and guide assigned staff, while communicating division’s objectives, goals, and performance standards.
  • General knowledge of Massachusetts General Law (MGL) as it applies to municipal finance is highly desirable.
  • Expertise in Microsoft Office, such as Excel, Word and Powerpoint, as well as additional digital tools, such as Google Suite and Adobe. 
  • Financial certifications are a plus.
  • The successful candidate must be eligible to be bonded.  
  • Ability to exercise good judgment and high attention to details.
