Brief Job Description (essential functions of the job):

Under the general direction of the Supervisor of Utility Compliance and Coordination, the Chief Highway Construction Inspector field supervises the Public Works Department Construction Inspection Unit (CIU). 

• Provides field supervision and coordinates the activities of contractors and consultants within the CIU performing inspectional work during the construction and repair of roads, sidewalks, etc.; holds daily meetings with CIU to review inspection assignments, reassigns inspection personnel as needed.
• Inspects construction sites during each phase of construction to ensure they are in accordance to the City of Boston Rules and Specifications for Excavation Activity and other roadway and sidewalk construction ordinances; assesses the conditions of roadway and sidewalk repairs and verifies reports prepared by  contractors and consultants.
• Issues violations where applicable; reviews and approves CIU violations issued to Permittees as required.
• Tracks violations of City Rules and Specifications or other ordinances related to construction in the right-of-way.
• Prepares reports of Unit's activities; discusses problems with violations with supervisor and recommends shutting down of sites when necessary.
• Meets with various Permittee representatives in the field to review violations and ensure compliance.
• Holds meetings with Permittees for shutdown offenses to review Rules and Specifications.
• Responds to constituent complaints from the Mayor's 24 hour hotline.
• Answers technical questions and provides information to public and other agencies.
• Performs related work as required.

Required to work any emergency as directed by the Chief of Streets or designee.

• At least four (4) years of full-time, or equivalent part-time, technical or professional experience in construction inspection of highway, roadway, sidewalk, or utility construction, at least one year of which must have been in a supervisory capacity.
• Preferred Qualifications:  Should have experience with smartphone or tablet technology; Microsoft Access; Oracle, Infor, or other standard business software applications.
• Strong knowledge of methods, construction materials, specifications, and equipment used in roadway or sidewalk construction projects; of principles and practices of utility construction; of principles of record keeping and records management; of City policies and procedures.
• Strong communication skills.  Ability to interact with various utility company and private contractor supervisors and auxiliary personnel.  
• Must be able to operate a computer with knowledge of Microsoft Office (Word, Excel).
• Must possess a valid Massachusetts driver's license.
• Ability to exercise good judgment and focus on detail as required by the job.
